പാര്‍ലമെന്റ് പിരിഞ്ഞശേഷം ഓര്‍ഡിനന്‍സിറക്കുന്നത് ജനാധിപത്യവിരുദ്ധം

പാര്‍ലമെന്റ് സമ്മേളനം കഴിഞ്ഞശേഷം ഒരുകൂട്ടം ഓര്‍ഡിനന്‍സുകള്‍ ഇറക്കാനുള്ള യുപിഎ സര്‍ക്കാറിന്റെ നീക്കം ജനാധിപത്യവിരുദ്ധവും ഭരണഘടനാവിരുദ്ധവുമാണെന്ന് സിപിഐ എം. പാര്‍ലമെന്റില്‍ ചര്‍ച്ച ചെയ്യാതെ തെരഞ്ഞെടുപ്പ് മുന്നില്‍കണ്ട് ഓര്‍ഡിനന്‍സുകള്‍ ഇറക്കാനുള്ള നീക്കത്തെ ശക്തമായി എതിര്‍ക്കുന്നതായി കേന്ദ്രകമ്മറ്റി യോഗത്തിന് ശേഷം പുറത്തിറക്കിയ പത്രക്കുറിപ്പില്‍ പാര്‍ട്ടി വ്യക്തമാക്കി. തെരഞ്ഞെടുപ്പില്‍ നേട്ടമുണ്ടാക്കുക എന്ന ലക്ഷ്യത്തോടെയാണ് ഈ നടപടി. പുതിയ സര്‍ക്കാര്‍ രൂപീകരിച്ചതിന് ശേഷമേ ഇത്തരം കാര്യങ്ങളില്‍ തീരുമാനമെടുക്കാനാവൂ. ഭരണഘടനാ വിരുദ്ധമായി ഓര്‍ഡിനന്‍സുകള്‍ ഇറക്കാനുള്ള യുപിഎ സര്‍ക്കാര്‍ നീക്കം ചൂണ്ടിക്കാണിച്ചുകൊണ്ട് സിപിഐ എം ജനറല്‍ സെക്രട്ടറി പ്രകാശ് കാരാട്ട് രാഷ്ട്രപതി പ്രണാബ് കുമാര്‍ മുഖര്‍ജിയ്ക്ക് കത്തയച്ചിരുന്നു.

കഴിഞ്ഞ ഫെബ്രുവരി 9ന് പശ്ചിമ ബംഗാളിലെ ബ്രിഗേഡ് പരേഡ് ഗ്രൗണ്ടില്‍ ഇടതുമുന്നണി സംഘടിപ്പിച്ച റാലിയില്‍ വന്‍ ജനപങ്കാളിത്തമാണുണ്ടായത്. ഭരണപക്ഷമായ തൃണമൂല്‍ കോണ്‍ഗ്രസിന്റെ ജനാധിപത്യ വിരുദ്ധ പ്രവര്‍ത്തനങ്ങളേയും അക്രമങ്ങളേയും അതിജീവിച്ചാണ് ലക്ഷങ്ങള്‍ റാലിയില്‍ അണിനിരന്നത്. ബംഗാളില്‍ സിപിഐ എമ്മിനും ഇടതുപക്ഷത്തിനുമുള്ള കരുത്താണ് റാലിയില്‍ പ്രതിഫലിച്ചതെന്ന് കേന്ദ്രകമ്മറ്റി വിലയിരുത്തി.

കേരളത്തില്‍ സംസ്ഥാന സെക്രട്ടറി പിണറായി വിജയന്റെ നേതൃത്വത്തില്‍ മതനിരപേക്ഷ ഇന്ത്യ വികസിത കേരളം എന്ന മുദ്രാവാക്യമുയര്‍ത്തി നടത്തിയ കേരള രക്ഷാ മാര്‍ച്ച് വന്‍ വിജയമായെന്നും കേന്ദ്രകമ്മറ്റി വിലയിരുത്തി. 26 ദിവസം സംസ്ഥാനത്തുടനീളം സഞ്ചരിച്ച മാര്‍ച്ചില്‍ ലക്ഷങ്ങളാണ് അണിനിരന്നത്.

എല്ലാ സംസ്ഥാനങ്ങളിലും ലോക്സഭ തെരഞ്ഞെടുപ്പിന് മുന്‍പ് സ്വീകരിക്കേണ്ട തയ്യാറെടുപ്പുകളെക്കുറിച്ച് കേന്ദ്രകമ്മറ്റി ചര്‍ച്ചചെയ്തു. ലോക്സഭ തെരഞ്ഞെടുപ്പിനുള്ള ആദ്യഘട്ട സ്ഥാനാര്‍ഥിപ്പട്ടിക കേന്ദ്രകമ്മറ്റി യോഗം അംഗീകരിച്ചു. വിവിധ സംസ്ഥാനങ്ങളിലെ 24 മണ്ഡലങ്ങളിലേക്കുള്ള സ്ഥാനാര്‍ഥികളെയാണ് ആദ്യഘട്ടത്തില്‍ പ്രഖ്യാപിച്ചത്.

Praksh Karat's letter to the President opposing the government's move to promulgate ordinances.

Given below is the text of the letter addressed to the President of India, Shri Pranab Mukherjee, by CPI(M) General Secretary, Prakash Karat opposing the government's move to promulgate ordinances.

March 2, 2014

Dear Shri Pranab Mukherjeeji,

I am writing to bring to your urgent attention the proposed ordinances which the Union Cabinet is planning to adopt today and send them to you for promulgation.

The Union Cabinet is considering a clutch of Bills which were not taken up in parliament during the recently concluded session. The Lok Sabha was adjourned sine die and this was the last session of the 15th Lok Sabha.

It is also reported that the Cabinet is proposing to bring some amendments in the Andhra Pradesh Reorganisation Act to which you have given consent. If this is true, it is a shocking step which is unconstitutional and makes a mockery of parliament. It will also be establishing a dangerous precedent as the creation of a new state is a serious issue and cannot be a plaything for narrow political interests.

As for the Bills which are designed to combat corruption, after doing nothing for five years, the Government is now seeking the ordinance route. Moreover, the government could have easily extended the session of parliament by a few days to get them discussed and adopted.

To promulgate ordinances to suit the ruling party's interests after parliament has been adjourned, on the eve of the election announcement, will amount to a blatantly anti-democratic and partisan exercise.

I would like to register the strong opposition of our Party to such a move.

As the President, with the experience and wisdom of having dealt with constitutional and democratic procedures over long years in public life, I am sure you will not countenance any short-sighted and partisan measure which bypasses Constitutional and democratic procedures.

വംശീയവിവേചന വിരുദ്ധനിയമം കൊണ്ടുവരണം: സിപിഐ എം

സബ്സിഡി സിലിണ്ടറുകള്‍ക്ക് ആധാര്‍ നിര്‍ബന്ധമെന്നത് നിയമവിരുദ്ധം

സബ്സിഡി നിരക്കിലുള്ള പാചകവാതക സിലിണ്ടറുകള്‍ ലഭിക്കാന്‍ ആധാര്‍ കാര്‍ഡ് നിര്‍ബന്ധമെന്ന എണ്ണക്കമ്പനികളുടെ നിലപാട് നിയമവിരുദ്ധവും അനീതിയുമാണെന്ന് സിപിഐ എം കേന്ദ്രകമ്മറ്റി പ്രസ്താവനയില്‍ വ്യക്തമാക്കി. ഗാര്‍ഹിക ഉപയോക്താക്കളെ പാചകവാതക ഉപയോഗത്തില്‍ നിന്ന് അകറ്റാനുള്ള മാര്‍ഗമാണിത്. വിഷയത്തില്‍ അന്തിമ വിധിയുണ്ടാകും വരെ ആധാര്‍ നിര്‍ബന്ധമല്ലെന്ന സുപ്രീം കോടതി വിധിയുടെ ലംഘനമാണിത്.

കേന്ദ്രം തെറ്റിദ്ധരിപ്പിക്കുന്നു: സിപിഐ എം

ഭക്ഷ്യ സബ്സിഡികള്‍ നിലനിര്‍ത്തുന്നതില്‍ ലോകവ്യാപാര സംഘടനയുടെ ബാലിവട്ടം ചര്‍ച്ചയില്‍ ഇന്ത്യ വിജയം നേടിയെന്ന കേന്ദ്രസര്‍ക്കാരിന്റെ അവകാശവാദം തെറ്റിദ്ധാരണജനകമാണെന്ന് സിപിഐ എം കേന്ദ്രകമ്മിറ്റി കമ്യൂണിക്കെയില്‍ പറഞ്ഞു.

വാണിജ്യമന്ത്രിയുടെ പ്രസ്താവനയും മന്ത്രിതലസമ്മേളനം അംഗീകരിച്ച രേഖയും തമ്മില്‍ പൊരുത്തപ്പെടുന്നില്ല. ഇന്ത്യയുടെ ഭക്ഷ്യസുരക്ഷയുടെയും കര്‍ഷകരുടെ ജീവനോപാധികളുടെയും കാര്യത്തില്‍ എത്രമാത്രം വഴങ്ങേണ്ടിവരുമെന്ന് സമ്മേളനരേഖ വ്യക്തമാക്കുന്നു. രാജ്യത്ത് നിലവിലുള്ള ഭക്ഷ്യസുരക്ഷാപദ്ധതിയും കര്‍ഷകരെ സഹായിക്കാനുള്ള താങ്ങുവില സംവിധാനങ്ങളും പൊതുവിതരണ സമ്പ്രദായവും വ്യാപിക്കുന്നതിന് ഈ കരാര്‍ പ്രതിബന്ധമാണ്. ആഭ്യന്തരനയങ്ങളും മുന്‍ഗണനകളും ലോകവ്യാപാര സംഘടനയുടെ കാര്‍ഷികമേഖലയുമായി ബന്ധപ്പെട്ട കമ്മിറ്റികളില്‍ അനാവശ്യമായി ചോദ്യംചെയ്യപ്പെടുന്നതിന് ഇത് വഴിയൊരുക്കും. വാണിജ്യത്തിന് സൗകര്യമൊരുക്കല്‍ എന്ന പേരില്‍ വികസ്വരരാജ്യങ്ങള്‍ക്ക് താങ്ങാന്‍ കഴിയാത്ത തീരുവ കരാറുകള്‍ക്കും ബാലി ചര്‍ച്ച രൂപംനല്‍കി. കാര്‍ഷിക ബിസിനസ് കുത്തകകളുടെ താല്‍പര്യസംരക്ഷണത്തിലാണ് കരാര്‍ ഉതകുക.

മുസഫര്‍നഗര്‍ കലാപക്കേസില്‍ എല്ലാ പ്രതികളെയും ഉടന്‍ അറസ്റ്റുചെയ്യണമെന്ന് യുപി സര്‍ക്കാരിനോട് കേന്ദ്രകമ്മിറ്റി ആവശ്യപ്പെട്ടു. ക്യാമ്പുകളില്‍ കഴിയുന്നവരെ പുനരധിവസിപ്പിക്കണം. ഇവര്‍ക്ക് വീടുകളിലേക്ക് മടങ്ങാനും ജീവനോപാധി തേടാനും സൗകര്യം വേണം. ഗുജറാത്ത് മുഖ്യമന്ത്രിയുടെ നിര്‍ദേശപ്രകാരം, ഗുജറാത്തിലെ അന്നത്തെ ആഭ്യന്തരമന്ത്രിയുടെ ആജ്ഞാനുസരണം ഒരു യുവതിയെ പൊലീസ് നിയമവിരുദ്ധമായി നിരീക്ഷിച്ച സംഭവത്തില്‍ നിഷ്പക്ഷ അന്വേക്ഷണം നടത്തണമെന്ന് കേന്ദ്രകമ്മിറ്റി ആവശ്യപ്പെട്ടു. സ്വകാര്യതയുടെ ഈ ലംഘനവും ഭീകരവിരുദ്ധസ്ക്വാഡ് അടക്കമുള്ള സര്‍ക്കാര്‍ ഏജന്‍സികളെ നിയമവിരുദ്ധമായി ഉപയോഗിച്ചുള്ള നിരീക്ഷണവും ഗൗരവതരമായ സംഗതിയാണ്. ഈ സംഭവം അന്വേഷിച്ച് കുറ്റക്കാരെ വിചാരണ ചെയ്യണമെന്ന് കേന്ദ്രകമ്മിറ്റി ആവശ്യപ്പെട്ടു. കമ്യൂണിസ്റ്റ് നേതാവും മാര്‍ക്സിസ്റ്റ് സൈദ്ധാന്തികനുമായിരുന്ന ബസവപുന്നയ്യയുടെ ജന്മശതാബ്ദി വിപുലമായി ആചരിക്കാന്‍ കേന്ദ്രകമ്മിറ്റി ആഹ്വാനം ചെയ്തു. ഡിസംബര്‍ 14ന് വാര്‍ഷികത്തിന് തുടക്കമായി. മാര്‍ക്സിസ്റ്റ്-ലെനിനിസ്റ്റ് കാഴ്ചപ്പാടിന്റെ അടിസ്ഥാനത്തിലുള്ള പ്രത്യയശാസ്ത്ര പ്രചാരണം ജന്മശതാബ്ദി കാലയളവില്‍ സംഘടിപ്പിക്കാന്‍ കേന്ദ്രകമ്മിറ്റി തീരുമാനിച്ചു. നെല്‍സണ്‍ മണ്ടേല, വൊ എന്‍ഗുയെന്‍ ഗ്യാപ്, ശ്യാമലി ഗുപ്ത, വൈ രാധാകൃഷ്ണമൂര്‍ത്തി എന്നിവരുടെ വിയോഗത്തില്‍ കമ്മിറ്റി അനുശോചിച്ചു.

Report by the CPI(M) Delegation to Muzaffarnagar

A CPI(M) delegation comprising of Shri Saidul Haque, MP, Subhashini Ali, Member Central Committee, DP Singh, member UP State Secretariat, and district party leaders  visited Muzaffarnagar on Saturday, 14th September.  Since day curfew had been lifted, to visit the homes of Sachin and Gaurav who had been killed on the 27th August and Rajendra Varma, an IBN7 correspondent who was killed on the 7th September; meet hundreds of people in camps who had lost their family members, their homes, belongings and livestock; and visit the Dsst. Hospital.  It was possible to come to some conclusions and formulate demands at the end of the visit.

FINDINGS :

1.     Sexual harassment of young school and college going girls is perceived of as a major problem across communities. The perpetrators also belong to both communities.  The education of girls is being adversely impacted by this problem.  Unfortunately, this problem is being exploited by the Hindutva forces who are demonizing the minority community as being responsible for this crime and alleging that girls belonging to the majority community are the victims.  This is not only untrue but also reveals the fact that for them it is not the issue or the exploitation of women that is the issue to be resolved but it is an inflammatory issue when it is utilised for communal polarization.

2.     While it is alleged that the incident of the 27th September in which Sachin and Gaurav clashed with Shahnawaz allegedly because he was harassing their young sister which resulted in the tragic deaths of all three was the trigger for the later violence, this is not correct.  Such incidents have been occurring earlier and are common in the area and, in fact, in the State.

3.      It is extremely important to remember that on Eid, 9th September, Idris was shot dead at the Idgah entrance just before the prayer started.  His killers were identified as Pradeep, Ram Niwas (lawyer) and Kishore. Pradeep used to harass Idris' daughter and, after one such incident, was slapped by Idris which led to the killing. The administration promptly arrested the 3 accused and there was no retaliation from the Muslims who did not celebrate Eid. The people in the camp said repeatedly that had the administration been as active on the 27th and afterwards the ghastly events that followed could have been averted.

4.     Our visit also confirmed that, while there have been casualties among both communities, it is the minority community that has suffered immeasurable more in terms of loss of lives, homes, property and livestock. Our visit to the District Hospital and conversations in the camps, confirmed the brutality of the killings.  Bodies of young children that had been brutalized and burned were brought to the hospital; a woman's body, cut in pieces, was also brought.

5.     It became very evident that Government and administrative failure are responsible for the terrible loss of life and property.  It is incomprehensible that after 3 deaths in one day (27th), no decisive action was taken, instead, and DM and SSP (who had been responsible for correctly handling the situation on Eid) were transferred and replaced by new persons. There was no clarity as to how Sec. 144 was to be enforced and open provocation to be dealt with. Despite the fact that on each day after the 27th until the 7th, there were incidents of clashes, stoning, provocative speeches (from leaders of both communities) and mobilisations, nothing was done to intervene strongly and enforce Sec. 144 in the district. Even after it was discovered that a morphed video clip creating anti-minority hysteria was being circulated and the involvement of a BJP MLA, Som, was confirmed no strong steps were taken.  After banning the 7th Mahapanchayat, nothing at all was done to enforce the ban.

6.      Despite fact that the RSS and Hindutva forces have been active in the area for some time and have been raising divisive issues in a planned manner, they were given every opportunity to exploit the situation with after the 27th with devastating effect.  What was projected as a Khap Mahapanchayat was actually a massive mobilisation of the majority community from not only all the neighbouring districts but also from Uttarakhand and Haryana.  At the Mahapanchayat itself, while Khap leaders were present, the stage was utilised by leaders of the BJP (Som, Sadhvi Prachi and others) to make the most vicious, poisonous and communal speeches.  All voices of moderation were immediately silenced and the speakers were booed.  At a 'Beti Bachao, Bahu Bachao' mahapanchayat, the slogan was changed to 'Beti Bachao, Bahu Banao'. The administration and police personnel were spectators to all this, to the nature of arms being brandished and the the fact that Israr was killed in full view, in front of the Thana.

7.     The crowds returning from the Mahapanchayat were attacked at Jauli with some casualties and news of what had transpired during the Panchayat led to a situation of confrontation in Muzaffarnagar town.

8.     After the return of the participants to their villages, attacks on the minority community members who had lived in peace with them for generations, began in many villages.  The exodus to the camps followed.

DEMANDS

1.     Immediate arrests of all those charged with inciting communal violence who have been filmed doing so

2.     Proper relief measures by the Govt. to be undertaken

3.     Payment of compensation for all those killed and injured to be done promptly and without any discrimination

4.     Measures to be taken by the administration to restore and maintain peace and to gradually begin the process to taking those who have fled back to their homes where this is possible and their security is ensured.

EXPERIENCES OF THE DELEGATION

The delegation went to the home of Shri Rajinder Singh and Shri Bishen Singh in Malipura mauja of Kawaal whose sons Sachin (25 years) and Gaurav (16 years) were killed on the 27th September in Kawaal.  We also met the bereaved women of the family and spoke to them at length.  According to them, eve teasing of girls going to schools and colleges is a very real problem.  Reluctantly they admitted that boys of both communities were involved with this but insisted that Shahnawaz was a well-known anti social and he had been harassing the young girls from their family for months.  The girls had been sent away so we could not speak to them.  They were naturally traumatised by the brutal killings of their own sons but the fathers said that they did not want killings to be committed in their names.  In fact, we could see people, including women, of both communities moving on the roads, bringing in fodder etc. and we were told that there have been no incidents of killings in these villages after the 27th.  Other people also collected there and the general opinion was that if the administration had acted promptly and those accused of the brothers' murders had remained in custody, the rioting would not have taken place.

From here, we went through Jauli to the Tanwali camp.  Tanwali is a Muslim-dominated town where about 500 Muslim villagers, men, women and children, from neighbouring villages of Kharad, Kinauni, Hadauli, Sisauli (Mahendra Singh Tikait's village) have taken shelter.  We met the women in the camp and spoke to them at length.  While all those in the camp had suffered loss of property and homes and livestock, their experiences were not uniform.  In Kharad, Sageer was killed and an entire family set on fire in their home but, fortunately, they were rescued with injuries.  In Kinauni, the women and children were sheltered on the 7th night in the home of Devinder, the Pradhan and left for the camp the next day.  They said that they did not know what had happened to their homes, belongings and livestock.  The neighbouring village of Hadauli, however, the women said that at least 6 people were killed and some burnt in their homes.  They fled into the fields and then came to the camp.

The organisers of the camp said that till then they had received no rations from the administration although this had been promised.  They were running the camp with help from the community.

We then visited the Dist. Hospital but there were no riot-injured there anymore.  The Medical Supdt.  told us that serious cases had been referred to Meerut and the others had been discharged after their recovery.  We were told that since the 27th there were 53 post mortems performed (may or may not all be riot victims) of which one was a woman and two were children of 10. Most belonged to the minority community.  A newspaper report that morning quoted a Government doctor saying that some of the bodies had been so brutalised that he could not eat for 24 hours.  The body of a woman was in pieces and the bodies of the children were so badly battered and burnt that it was difficult to identify the sex.

At the home of IBN7's Rajesh Verma, an extremely popular journalist with a strong social commitment, we met his widow, children and family members.  He had covered the Mahapanchayat and had helped Farid and his wife.  He had been shaken by Israr's murder.  This was conveyed to us by his family.  He had barely come home when he heard the news of rioting in the heart of Muzaffarnagar.  He rushed out, tried to pacify people as he filmed the clashes and was then shot dead.  Firing was taking place from both sides at the time.  His widow and he were both orphans.

Finally, we visited the Shahpur camp.  It is situated in a large madarsa off the main road which has a large open ground next to it.  There are about 4000 people in this camp.  Not only are they staying in the madarsa itself but also in family homes all around.  There are 11 widows in this camp observing iddat.

The administration has been supplying milk and ration (not totally adequate) to the camp for 3 days. The DM himself was here putting up a pandal, perhaps in preparation for the CM's visit the next day.  He said that they were trying to send rations to all the camps but had not succeeded.  He also said people were still leaving their villages and the number of camps was increasing every day.

People from nearby villages, some just across the road, Kakda, Kutba, Kutbi, Nirmana, have flocked here.  In Kakda, they said, they were attacked on the 7th night by armed mobs.  They were looted and their homes were burned.  The mosque was attacked.  They could contact the CRP and come to the camp.  More than 2000 people from this village have left and they are in other camps as well. In Kutba village, 8 people have been reported killed - Irshad, Qayyum, Shamshad, Wahidi, Fayyaz, Tarabu and others.  One woman, Gulistan, is in the hospital.  They were helped to reach the camp by the police.  From Kutbi, there is the report of one casualty.  We met Qayums' widow, Mehro,  and mother and his very young children, all in the camp.

As we left the camp we could see more people streaming in.

The Central Committee of the Communist Party of India (Marxist) met in New Delhi on May 11 & 12, 2013. It took stock of the international and national situation and has issued the following statement:

Resignation of Two Ministers

The Central Committee noted that the Railway Minister Pawan Kumar Bansal and the Law Minister Ashwani Kumar, were finally forced to resign after the Prime Minister and the Congress party resisted this demand while the parliament session was on. This has exposed the hypocrisy of the Congress which has blamed the opposition for the disruption of the parliamentary proceedings since the wrong-doing of the ministers became known.

Prime Minister's Role

The episode of the two ministers highlights how corruption has become endemic in this government and how efforts are made to cover it up. The Prime Minister and the Prime Minister's Office cannot escape responsibility for these affairs, since during the coal block allocations, the Prime Minister was directly looking after the coal ministry. A Joint Secretary of the PMO was involved in the discussions to change the status report of the CBI to the Supreme Court. The Prime Minister's image has been tarnished as he is presiding over such a corrupt regime. The Prime Minister has to come out and explain his role and that of his office in both the coal block allocation case and in the 2G spectrum matter.

Harmful Economic Policies

The Central Committee noted that there is a general squeeze on expenditure in the Union Budget and cuts in subsidies on petroleum products & fertilizers and negligible increase in the food subsidy. This will add to the burdens on the people in the form of rising prices and cut in entitlements.

The Central Committee strongly criticized the partial decontrol of sugar which will lead to an increase in sugar prices both in the PDS and open market and affect the interests of sugarcane growers.

The Central Committee strongly opposed the move to increase the prices of natural gas based on the recommendations of the Rengarajan Committee.

Food Security & Land Acquisition Bills

The Central Committee discussed the proposed Food Security Bill and the Land Acquisition, Rehabilitation and Resettlement Bill which the government wants adopted in Parliament.  The CPI(M) reiterates that the Food Security law should provide for universal public distribution system. It should provide for 35 kg of foodgrains for each family (of five persons) at not more than Rs. 2 per kg.

The Land Acquisition Bill has a number of flawed clauses.  The major flaw is that it exempts 13 laws from the purview of the Bill.  These include the Indian Railways Act, National Highways Act, Land Acquisition (Mines) Act etc under which the bulk of the land acquisition takes place.  The Left parties want a number of amendments to be made to the existing Bill.  The UPA government should not consider promulgating ordinances on the two Bills since they are major legislations and require thorough debate and scrutiny in Parliament.

Stop India-EU FTA

The Central Committee demanded that the government not proceed with the Indo-EU Free Trade Agreement which is being negotiated.  The agreement will have negative impact on virtually every area of economic activity, including agriculture, industry and services.  For instance, the impact of subsidized dairy imports from the EU can jeopardize the livelihood of millions of  farmers and milk cooperatives.

The Central Committee demanded that the government not conclude the negotiations.  It should wait for the report of the Parliamentary Standing Committee, hold public consultations with all affected groups and conduct a parliamentary debate on the issue.

Strict Regulation Required

The Central Committee noted with dismay that lakhs of people have lost their savings and livelihood in the collapse of the Saradha group of companies. The Trinamul Congress has been closely working with this group of companies and using its media for its political purposes.

The Saradha episode also highlights the wrong policies of the Central Government. It has cut the interest rates for small savings deposits and also eliminated or reduced the commissions for agents of various savings and insurance schemes. This is helping chit fund companies to lure the people. The Central Committee called for a new law to govern the non-banking financial companies and chit funds and an effective regulatory mechanism, which does not exist at present.

Modi & BJP

The Central Committee noted that fresh evidence has surfaced about the role of Narendra Modi as Chief Minister during the Gujarat pogroms in 2002. The SIT material made available shows how the police were prevented from taking action against mobs who were out to commit the communal carnage. The Central Committee demanded that on the basis of this evidence, fresh charges be formulated against Narendra Modi and he should not continue in the post of Chief Minister.

The so-called Gujarat model which the BJP government under Modi has followed has led to growing deprivation and a fall in human development index. 48 per cent of the children of Gujarat are malnourished; its literacy rate has slumped from fifth to seventh position for children between 6 to 14 years.  The state has slipped from 10th to 11th position between 2000 and 2008 according to the latest Human Development Report.

The Central Committee noted that the BJP has been routed in the Karnataka assembly election. This is a consequence of the rank corruption, the nexus with the mining mafia and misrule of the BJP state government.

Tripura Election

The Central Committee warmly congratulated the CPI(M) and the Tripura Left Front for its superb success in the assembly elections and the formation of the 7th Left Front government in the state.

Panchayat Elections in West Bengal

The Mamata Banerjee government has been trying to sabotage the holding of panchayat elections by refusing to heed the recommendations of the State Election Commission. The High Court verdict has unambiguously endorsed the stand of the State Election Commission for a three phase poll and the deployment of central paramilitary forces. Yet, the TMC is seeking to further delay the holding of the elections by going in appeal against this verdict. The Central Committee demanded that the panchayat elections be held within the scheduled time on the basis of the norms set out by the State Election Commission.

The Central Committee condemned the widespread attacks and violence against the CPI(M) and the Left Front in West Bengal which was unleashed on the pretext of an untoward incident, during the protest on the custodial death of Sudipta Gupta, in Delhi. The Central Committee demanded an end to such attacks and the State Government should discharge its responsibilities to maintain peace and law and order.

Abolition of Death Penalty

The Central Committee discussed a note presented by the Polit Bureau on the abolition of the death penalty. The Central Committee decided that the Party will advocate the abolition of the death penalty. In India, the death penalty, as it is in practice is arbitrarily implemented. It is inhuman and after execution irreversible. Instead of capital punishment, the Party wants in the "rarest of rare" cases and most heinous crimes, life imprisonment to be extended for the entire life of the person convicted with no scope for remission.

Sajjan Kumar Case

The Central Committee noted that there has been a miscarriage of justice in the acquittal of Congress leader Sajjan Kumar in a murder case during the anti-Sikh violence in Delhi in 1984.  Of the six accused in the  case, five have been convicted by the court and Sajjan Kumar has been acquitted.

The Central Committee demanded that there should be an appeal made against the acquittal. Further, a Special Investigation Team should be constituted to investigate and prosecute Sajjan Kumar in another anti-Sikh riot case.

Kerala

The Central Committee noted that rifts have developed within the UDF in Kerala and the government is failing to tackle the urgent problems facing the people and the state. It is important at this juncture that the Party provide a united leadership so that the Party and the LDF can make significant advances.

A Commission of the Polit Bureau has been constituted to look into certain organisational matters which have been referred to the Central Committee. The six-member Commission consists of Prakash Karat, S Ramachandran Pillai, Sitaram Yechury, Nirupam Sen, B V Raghavulu and A K Padmanabhan.

The Central Committee approved the disciplinary action taken by the state committee against four Party members in Kerala.

On Neighbouring Countries

The Central Committee extended its support and solidarity for the secular and democratic forces in Bangladesh who are conducting a big struggle against the rightwing fundamentalist forces in the country. The Central Committee expressed its deep shock at the tragedy due to the collapse of a building housing garment factories in which a thousand workers have died. The Bangladesh government should immediately take steps to close sweat shops, for ensuring the safety of working conditions, provision of adequate wages and social security for the lakhs of garment workers in the country.

The Central Committee welcomed the resolution of the issue on the Line of Actual Control in Ladakh, between India and China. Both countries are committed to maintain peace and tranquility on the India-China border and have set up a mechanism which is working to resolve whatever issues and disputes that arise. The forthcoming visit of the Chinese Premier should help improve relations.

The Central Committee strongly disapproved the obdurate stand taken by the President of Sri Lanka who is going back on the commitment to arrive at a political settlement on the Tamil issue wherein devolution of powers to the Tamil areas were assured.

The Central Committee welcomed the holding of parliament elections in Pakistan which is going to result in the formation of a new government. These elections were held in the face of extremist and terrorist attacks. The people have ensured for the first time a democratic transition from a civilian government, which completed its term.

Picketing Programme

The Central Committee reviewed the Sangharsh Sandesh jathas undertaken by the Party in March. It discussed the preparations for the countrywide programme which is to take place in the second half of this month. The picketing is to be done on the issues of: Right to Land and House-sites; Curb Price Rise and Right to Food;  Right to Education and Health; Right to Employment; Ensure Social Justice;  End Corruption; farmers issues and FDI in retail trade. It called upon all Party units to make the mass picketing programme a success.

Attack on the Central Office of the CPB Condemned

Attack on the Central Office of the CPB Condemned

The Central Committee of the Communist Party of India (Marxist) condemns the dastardly bomb attack on the Central office of the Communist Party of Bangladesh (CPB) in Dhaka carried out by the Hefajote Islam (a grand alliance of religious extremists) and Jamat-e-Islami's armed militants. At the time of the attack, the general secretary of the Party, along with other leaders, was in office and fortunately all of them were unhurt.

Since the war crimes tribunal started pronouncing verdicts against the fundamentalist forces who had played a treacherous role during the Bangladesh's war of liberation, these forces had taken to violence and anarchy. Attack on the CPB was a part of that conspiracy.

A heartening feature is the resistance offered by the people of Bangladesh, particularly its youth, against these attacks by the fundamentalist forces. The CPI (M) expresses its solidarity with the CPB and all the other forces in the country who are valiantly resisting the fundamentalist forces and their attack on the secular, democratic polity of Bangladesh. The government of Bangladesh should act firm against the fundamentalist forces responsible for these kind of attacks and the perpetrators of crimes should be immediately made to stand trial.

ബംഗ്ലാദേശ് കമ്യൂണിസ്റ്റ് പാര്‍ടി ഓഫീസിനുനേരെയുള്ള ബോംബാക്രമണം അപലപനീയം

ന്യൂഡല്‍ഹി: ബംഗ്ലാദേശ് കമ്യൂണിസ്റ്റ് പാര്‍ടി(സിപിബി)യുടെ ധാക്കയിലെ കേന്ദ്രഓഫീസിന് നേര്‍ക്കുണ്ടായ ബോംബ് ആക്രമണത്തെ സിപിഐ എം കേന്ദ്രകമ്മിറ്റി അപലപിച്ചു.

മതതീവ്രവാദികളുടെ വിശാലസഖ്യമായ ഹെഫാജോത് ഇസ്ലാമും ജമാ അത്തെ ഇസ്ലാമിയും ചേര്‍ന്നാണ് ആക്രമണം നടത്തിയത്. പാര്‍ടിയുടെ ജനറല്‍ സെക്രട്ടറിയും മറ്റ് നേതാക്കളും ഓഫീസില്‍ ഉള്ളപ്പോഴായിരുന്നു ആക്രമണം. പരിക്കേല്‍ക്കാതെ അവര്‍ രക്ഷപ്പെട്ടു. യുദ്ധ കുറ്റകൃത്യങ്ങള്‍ പരിശോധിക്കുന്ന ട്രിബ്യൂണല്‍ മതമൗലികവാദികള്‍ക്കെതിരെ വിധി പുറപ്പെടുവിച്ച് തുടങ്ങിയിരിക്കുന്ന സാഹചര്യത്തിലാണ് ആക്രമണം. ബംഗ്ലാദേശ് വിമോചനയുദ്ധത്തില്‍ വഞ്ചനാപരമായി പ്രവര്‍ത്തിച്ചവര്‍ക്കെതിരെയുള്ള വിധി അത്തരം ശക്തികളെ അക്രമത്തിലേക്കും അരാജകത്വത്തിലേക്കും എത്തിച്ചിരിക്കുന്നു. പാര്‍ടി ഓഫീസിന് നേര്‍ക്കുണ്ടായ അക്രമം ഇതിന്റെ ഭാഗമായാണ്. മതമൗലികവാദികളുടെ അക്രമത്തെ ജനങ്ങള്‍ ശക്തമായി ചെറുക്കുകയാണ്. യുവാക്കള്‍ പ്രതിരോധത്തിനിറങ്ങുന്നു. തികച്ചും ഹൃദയസ്പര്‍ശിയായ സ്ഥിതിവിശേഷമാണിത്. ബംഗ്ലാദേശിന്റെ മതനിരപേക്ഷ, ജനാധിപത്യരാഷ്ട്രീയത്തെ തകര്‍ക്കാനുള്ള മതമൗലികവാദികളുടെ ശ്രമം ധീരമായി ചെറുക്കുന്ന ബംഗ്ലാദേശ് കമ്യൂണിസ്റ്റ് പാര്‍ടിയോട് സിപിഐ എം ഐക്യദാര്‍ഢ്യം പ്രഖ്യാപിച്ചു. അക്രമികള്‍ക്കെതിരെ ബംഗ്ലാദേശ് സര്‍ക്കാര്‍ ശക്തമായ നടപടി സ്വീകരിക്കണമെന്നും കുറ്റവാളികളെ നിയമത്തിന് മുന്നില്‍ കൊണ്ടു വരണമെന്നും സിപിഐ എം ആവശ്യപ്പെട്ടു.

ബംഗാളിലെ അതിക്രമത്തെ മമത പ്രോത്സാഹിപ്പിക്കുന്നു

 പശ്ചിമബംഗാളില്‍ സിപിഐ എം, ഇടതുമുന്നണി പ്രവര്‍ത്തകര്‍ക്കെതിരെ തൃണമൂല്‍ കോണ്‍ഗ്രസ് അതിക്രമം തുടരുന്നതില്‍ കൊല്‍ക്കത്തയില്‍ സമാപിച്ച സിപിഐ എം കേന്ദ്രകമ്മിറ്റി യോഗം ശക്തമായ പ്രതിഷേധം രേഖപ്പെടുത്തി. ഭീഷണിപ്പെടുത്തലും അക്രമവും അവസാനിപ്പിച്ച് സമാധാന അന്തരീക്ഷം സൃഷ്ടിക്കണമെന്നും തദ്ദേശ തെരഞ്ഞെടുപ്പ് സ്വതന്ത്രവും നീതിയുക്തവുമായി നടത്താന്‍ സാഹചര്യമൊരുക്കണമെന്നും യോഗം ആവശ്യപ്പെട്ടു.

പഞ്ചായത്ത് തെരഞ്ഞെടുപ്പ് മുന്നില്‍ക്കണ്ട് മുഖ്യമന്ത്രി മമതബാനര്‍ജിയും സര്‍ക്കാരും അതിക്രമം പ്രോത്സാഹിപ്പിക്കുകയാണ്. 2011 മെയില്‍ നിയമസഭാ തെരഞ്ഞെടുപ്പിനുശേഷം സിപിഐ എം അംഗങ്ങളും അനുഭാവികളുമായ 85 പേര്‍ ബംഗാളില്‍ കൊല്ലപ്പെട്ടു. സിപിഐ എമ്മിന്റെ മുതിര്‍ന്ന നേതാവും മുന്‍ മന്ത്രിയുമായ അബ്ദുള്‍ റസാക്ക് മൊള്ളയെ ആക്രമിച്ച് പരിക്കേല്‍പ്പിച്ചതാണ് ഈ സംഭവപരമ്പരങ്ങളില്‍ ഒടുവിലത്തേത്. ഇതിനെ തുടര്‍ന്ന് പ്രതിഷേധറാലിയില്‍ പങ്കെടുക്കാനെത്തിയവര്‍ക്കെതിരെ ഉണ്ടായ ആക്രമണത്തില്‍ മൂന്ന് പേര്‍ക്ക് വെടിയേറ്റു, നിരവധി വാഹനങ്ങള്‍ കത്തിച്ചു. ബംഗാള്‍ ജനതയടെ ജീവിതസാഹചര്യം അനുദിനം വഷളാകുന്നതിലും സാമ്പത്തികസ്ഥിതി മോശമാകുന്നതിലും കേന്ദ്രകമ്മിറ്റി കടുത്ത ആശങ്ക രേഖപ്പെടുത്തി. ട്രാന്‍സ്പോര്‍ട്ട് തൊഴിലാളികളുടെ ശമ്പളവും പെന്‍ഷനും മുടങ്ങിയതിനെ തുടര്‍ന്നുണ്ടായ അരക്ഷിതാവസ്ഥ അഞ്ച് തൊഴിലാളികളുടേയും പെന്‍ഷന്‍കാരുടേയും ആത്മഹത്യയ്ക്ക് കാരണമായി. അടച്ചുപൂട്ടിയ തേയിലത്തോട്ടങ്ങളിലെ ഒമ്പത് തൊഴിലാളികള്‍ പോഷകാഹാരക്കുറവുമൂലം മരിച്ചു. തൃണമൂല്‍ ഭീഷണിയും ഗുണ്ടായിസവും മൂലം കമ്പനികള്‍ ബംഗാള്‍ വിടാന്‍ നിര്‍ബന്ധിതമായി ഹല്‍ദിയ തുറമുഖത്ത് ഉണ്ടായ സ്ഥിതിഗതികള്‍ തന്നെ ഉദാഹരണം.

സ്ത്രീകള്‍ക്കെതിരായ കുറ്റകൃത്യങ്ങളും തട്ടിക്കൊണ്ടുപോകലും നാള്‍ക്കുനാള്‍ വര്‍ധിക്കുന്നു. തൃണമൂല്‍ രാഷ്ട്രീയവും സര്‍ക്കാര്‍ നിലപാടും വര്‍ഗീയശക്തികള്‍ക്ക് കരുത്തേകുകയാണ്. വിലക്കയറ്റത്തിനും യുപിഎ സര്‍ക്കാരിന്റെ ജനവിരുദ്ധ നയങ്ങള്‍ക്കുമെതിരെ സമരം ശക്തമാക്കാന്‍ കേന്ദ്രകമ്മിറ്റിയോഗം പാര്‍ടിഘടകങ്ങളോട് നിര്‍ദേശിച്ചു. അസം: പുനരധിവാസം വേഗത്തിലാക്കണം അസമില്‍ വംശീയസംഘര്‍ഷത്തെ തുടര്‍ന്ന് ദുരിതാശ്വാസ ക്യാമ്പുകളില്‍ കഴിയുന്നവര്‍ക്ക് ഗ്രാമങ്ങളില്‍ തിരിച്ചെത്താന്‍ അവസരമുണ്ടാക്കി അവരുടെ സമ്പൂര്‍ണ പുനരധിവാസത്തിന് സംസ്ഥാന സര്‍ക്കാര്‍ അടിയന്തിര നടപടി സ്വീകരിക്കണം. ബോഡോ മേഖലയില്‍ വംശീയ സംഘര്‍ഷമുണ്ടായി ആറുമാസത്തിനുശേഷവും നിരവധി പേര്‍ ദുരിതാശ്വാസ ക്യാമ്പുകളില്‍ കഴിയുകയാണ്. മുസ്ലിംസമുദായത്തില്‍പ്പെട്ട അഭയാര്‍ഥികളെ മാതൃഗ്രാമത്തിലേക്ക് മടക്കിക്കൊണ്ടുപോകുന്നത് അട്ടിമറിക്കാന്‍ സംഘടിതശ്രമം നടക്കുന്നുണ്ടെന്നും കേന്ദ്രകമ്മിറ്റി ചൂണ്ടിക്കാട്ടി. ജാര്‍ഖണ്ഡില്‍ തെരഞ്ഞെടുപ്പ് നടത്തണം രാഷ്ട്രപതിഭരണം ഏര്‍പ്പെടുത്തിയ ജാര്‍ഖണ്ഡില്‍ നിയമസഭ പിരിച്ചുവിട്ട് കാലതാമസമില്ലാതെ പുതിയ തെരഞ്ഞെടുപ്പ് നടത്തണം.

ആണ്‍കോയ്മയ്ക്കെതിരെ പോരാടുക

കൊല്‍ക്കത്ത: രാജ്യത്ത് സ്ത്രീകള്‍ക്കെതിരായ ലൈംഗികാക്രമണങ്ങള്‍ അപകടകരമാംവിധം വര്‍ധിക്കുന്നത് അപലപനീയമാണ്. സ്ത്രീകള്‍ അതിക്രമങ്ങള്‍ക്ക് ഇരയാകുന്ന ഘട്ടങ്ങളില്‍ ഉചിത ഇടപെടലിന് പാര്‍ടി നേതൃപരമായ പങ്ക് വഹിക്കണം. സമൂഹത്തിലെ സമസ്തമേഖലയിലുമുള്ള പുരുഷാധിപത്യ- ആണ്‍കോയ്മ മൂല്യങ്ങള്‍ക്കെതിരെ പോരാടാന്‍ പാര്‍ടിയും ജനാധിപത്യപ്രസ്ഥാനങ്ങളും മുന്നിട്ടിറങ്ങണം. രാഷ്ട്രീയനേതാക്കളും ആത്മീയആചാര്യന്മാരുമടക്കമുള്ളവര്‍ നടത്തുന്ന സ്ത്രീവിരുദ്ധ അഭിപ്രായപ്രകടനങ്ങള്‍ പ്രതിഷേധാര്‍ഹമാണ്. ആര്‍എസ്എസ് മേധാവി മോഹന്‍ ഭാഗവത്തും ആള്‍ദൈവമായി നടിക്കുന്ന അശാറാമും സ്ത്രീകളുടെ അന്തസ്സുകെടുത്തുന്ന പരാമര്‍ശമാണ് നടത്തിയത്. ഡല്‍ഹിയില്‍ 23കാരിയായ പാരാമെഡിക്കല്‍ വിദ്യാര്‍ഥി കൂട്ടബലാത്സംഗത്തിനിരയായി ദാരുണമായി കൊല്ലപ്പെട്ട സംഭവം വന്‍ പ്രതിഷേധത്തിനിടയാക്കി. കൂട്ടബലാത്സക്കേസുകളില്‍ കടുത്ത ശിക്ഷ നല്‍കണമെന്ന നിര്‍ദേശങ്ങള്‍ സിപിഐ എം വര്‍മ കമ്മിറ്റിക്ക് സമര്‍പ്പിച്ചിട്ടുണ്ട്.

കൊല്‍ക്കത്ത: സിറിയയില്‍ ഭരണവ്യവസ്ഥ അട്ടിമറിച്ച് സ്വന്തം ഇഷ്ടം നടപ്പാക്കാന്‍ സായുധ കലാപകാരികള്‍ക്ക് കലവറയില്ലാത്ത പിന്തുണ നല്‍കുന്ന അമേരിക്കന്‍- നാറ്റോ ശക്തികളുടെ നീക്കത്തെ കൊല്‍ക്കത്തയില്‍ സമാപിച്ച സിപിഐ എം കേന്ദ്രകമ്മിറ്റിയോഗം ശക്തമായ ഭാഷയില്‍ അപലപിച്ചു. രാഷ്ട്രീയ കൂടിയാലോചനകളിലൂടെയുള്ള ഒത്തുതീര്‍പ്പിനാണ് അമേരിക്കയും പാശ്ചാത്യശക്തികളും ശ്രമിക്കേണ്ടത്. രാജ്യത്തിനു പുറത്തുനിന്ന് ആയുധങ്ങളും മറ്റ് സഹായവും ലഭിക്കുന്ന വിമതസംഘങ്ങള്‍ ഒന്നരവര്‍ഷമായി സിറിയന്‍ ഭരണവ്യവസ്ഥ അട്ടിമറിക്കാന്‍ ശ്രമം നടത്തുകയാണ്. വിമതശക്തികളില്‍ ഇസ്ലാമികതീവ്രവാദികളുടെ പങ്കാളിത്തം വര്‍ധിച്ചുവരുന്നു. 60,000 പേര്‍ കൊല്ലപ്പെടുകയും അഞ്ചു ലക്ഷത്തിലേറെ പേര്‍ക്ക് അയല്‍രാജ്യങ്ങളിലേക്ക് പലായനം ചെയ്യേണ്ടിയും വന്ന രാജ്യത്തെ ആഭ്യന്തരകലാപത്തിന് എണ്ണപകരുന്ന സമീപനമാണ് അമേരിക്കയും നാറ്റോയും ഗള്‍ഫ്രാജ്യങ്ങളും സ്വീകരിക്കുന്നത്. വൈദേശിക ഇടപെടല്‍ ഇല്ലാതെ, സ്വതന്ത്രരായ സിറിയന്‍ ജനതയ്ക്കു മാത്രമേ സംഘര്‍ഷ സാഹചര്യത്തിന് പരിഹാരം കണ്ടെത്താനാകൂ. സിറിയില്‍ സായുധകലാപം തുടരുന്നതില്‍ കേന്ദ്രകമ്മിറ്റി അഗാധമായ ആശങ്ക രേഖപ്പെടുത്തി.

ഭൂസമരത്തിന് പ്രശംസ

കൊല്‍ക്കത്ത: കേരളത്തില്‍ ഭൂസംരക്ഷണസമിതിയുടെ നേതൃത്വത്തില്‍ നടന്ന ഐതിഹാസിക ഭൂസമരം വന്‍ വിജയമായെന്ന് സിപിഐ എം ജനറല്‍ സെക്രട്ടറി പ്രകാശ് കാരാട്ട് പറഞ്ഞു. വലിയ ജനപങ്കാളിത്തമുണ്ടായ സമരംകൊണ്ട് കാതലായ നേട്ടമുണ്ടായതായും കാരാട്ട് പറഞ്ഞു. പ്രതിപക്ഷനേതാവ് വി എസ് അച്യുതാനന്ദന്റെ പേഴ്സണല്‍ സ്റ്റാഫില്‍പ്പെട്ട മൂന്നുപേരെ പാര്‍ടിയില്‍നിന്ന് പുറത്താക്കാനുള്ള കേരള സംസ്ഥാന കമ്മിറ്റിയുടെ തീരുമാനത്തിന് അംഗീകാരം നല്‍കുന്ന കാര്യം സമയക്കുറവ് മൂലം ചര്‍ച്ചചെയ്തില്ലെന്നും അടുത്ത യോഗത്തിലേക്ക് മാറ്റിവച്ചതായും കേരളത്തില്‍നിന്നുള്ള മാധ്യമ പ്രവര്‍ത്തകരുടെ ചോദ്യത്തിന് കാരാട്ട് മറുപടി നല്‍കി. ചന്ദ്രശേഖരന്‍ വധത്തെക്കുറിച്ച് പാര്‍ടി അന്വേഷണം നടക്കുന്നു. വിചാരണ നടക്കുന്നതിനാല്‍ കൂടുതല്‍ വിവരങ്ങള്‍ വെളിപ്പെടുത്താന്‍ കഴിയില്ല. ത്രിപുരയില്‍ ഇടതുമുന്നണി വീണ്ടും വന്‍ ഭൂരിപക്ഷത്തില്‍ അധികാരത്തില്‍വരും. തെരഞ്ഞെടുപ്പ് പ്രചാരണത്തിന് ഞായറാഴ്ച തുടക്കംകുറിക്കും.

Central Committee Communique Dated 19 January 2013

The Central Committee of the Communist Party of India (Marxist) held its meeting in Kolkata from January 17 to 19, 2013. It has issued the following statement:

Syrian Conflict

The Central Committee expressed its deep concern at the continuing armed conflict in Syria. For the last one and a half years, a concerted effort is being made to effect a regime change in Syria with rebel groups getting arms and supplies from outside. The threat of the Islamist forces dominating the rebel forces is growing. The United States, the NATO and the Gulf states are fuelling a civil war which has already led to the death of 60,000 people and more than half a million refugees who have fled to the neighbouring countries. The solution to the conflict can only be decided by the Syrian people free from external intervention.

The Central Committee condemned the efforts of the United States and the NATO powers to impose their will by backing the armed rebels. The United Nations and the countries of the region should work for a politically negotiated settlement by all concerned forces in Syria.

New Burdens on the People

The Central Committee discussed the new burdens imposed on the people by the UPA government. The price rise of essential commodities continues to be relentless. The Consumer Price Index inflation rate has gone up from 9.5 per cent in October 2012 to 10.56 per cent in December 2012. There is no respite in the price rise of wheat, rice, pulses and other food items.

It is at this juncture that the UPA government has announced steps to deregulate the price of diesel. This will lead to the continuous rise in the price of diesel which will affect transportation and fuel inflation. Farmers will be badly hit. Such deregulation will allow oil companies to raise prices to match international levels. These are much higher than domestic cost of production permitting the oil companies to reap windfall profits at the expense of imposing unprecedented burdens on the people.

Even before the railway budget has been presented, the UPA government has increased the railway passenger fares across the board. The government has announced a National Pharmaceutical Pricing Policy that will effectively nullify the drug pricing control regime and allow the MNC and big pharmaceutical companies to continue to reap big profits. The Rangarajan committee’s recommendation for the total decontrol of the sugar industry, if implemented, is going to adversely affect the sugarcane farmers and have a cascading effect on the price of sugar for the PDS beneficiaries.

The Central Committee called upon its Party units to intensify the struggles against price-rise and the anti-people policies of the UPA government.

Cash Transfer Scheme

The Central Committee strongly opposes the move to extend the Cash Transfer Scheme to replace subsidized foodgrains, fertilizers, cooking gas and kerosene. In a period of high inflation, cash transfer to replace subsidized goods is meant to actually cut subsidies since the cash to be transferred will not cover the increased cost of the same amount of subsidized foodgrains or fertilizers. Cash transfer in place of foodgrains would end up dismantling the public distribution system. It will lead to increasing malnutrition and hunger in the country. It is illegal for the UPA government to link the various welfare schemes including MNREGA to the Aadhar-UID scheme. The Bill proposed for the UID has not been passed by parliament. In fact the Standing Committee has rejected the Bill and called for its redrafting.

Violence Against Women

The Central Committee expressed its indignation and condemnation of the alarming increase of sexual assaults on women. The horrific gangrape and murder of a 23 year old paramedical student in Delhi brought this widespread violence to the fore. The protests which have arisen triggered by this tragic incident has also raised issues of the subordinate status of women, the deep-rooted patriarchal attitude towards women and girls and the denial of their rights as equal citizens.

The CPI(M) has already submitted a memorandum to the Verma Committee suggesting various measures including life imprisonment for cases of rape and rigorous life imprisonment with no remission for cases of aggravated sexual assault like gangrape and sexual assaults children.

In this connection, the Central Committee condemned the sexist and anti-women comments from a range of public figures including political leaders and so-called spiritual leaders. The Central Committee strongly rejected the demeaning views expressed by the RSS chief Mohan Bhagwat and the reactionary views of Asaram, the so-called spiritual leader.

The Central Committee called upon the Party and the democratic mass organizations to take the lead to intervene promptly wherever women are subjected to violence and sexual assaults and to take the lead to fight patriarchal notions and male chauvinism in all spheres of society.

West Bengal:

Deteriorating Conditions

The Central Committee condemned the continuing attacks and violence against the CPI(M) and the Left Front cadres. Since the assembly elections in May 2011, 85 members and supporters of the CPI(M) have been killed. The latest illustration is the assault on Abdur Razak Mollah, former minister and senior leader of the Party. Following this assault, people going to a protest rally were also attacked with three people suffering bullet injuries and many vehicles set ablaze.

The Chief Minister and the TMC government are encouraging these attacks keeping in view the forthcoming panchayat elections. The Central Committee strongly demanded an end to such violence and intimidation and peaceful conditions be established for the holding of the panchayat elections in a free and fair manner.

The Central Committee expressed its serious concern at the deteriorating economic and living conditions of the people in West Bengal. The non-payment of salaries and pensions to state transport employees is causing distress and has led to the suicide of five employees and pensioners. Nine workers of closed tea gardens have died due to malnutrition. The strong-arm tactics and intimidation by the TMC men have led to companies being forced to leave West Bengal as in the Haldia port. Crimes against women and extortions are growing. The politics of the TMC and the approach of the state governments are giving a fillip to the communal forces.

The Central Committee heard a report on the activities and the movements conducted by the CPI(M) and the Left Front. The Central Committee extended its full support and solidarity to the Party and the Left Front in West Bengal in tackling the current situation.

Assam Situation

The Central Committee noted that even after six months of the ethnic clashes in the BTAD area in Assam, large number of people are still living in refugee camps. There are concerted efforts to thwart the return of the refugees belonging to the Muslim community to their homes and villages.

The Central Committee demanded that the state government take immediate measures for the return of all those living in the camps to their homes and their full rehabilitation.

Jharkhand

With the collapse of the BJP-JMM coalition government in Jharkhand, President’s rule has been imposed. The CPI(M) demands the dissolution of the assembly and the holding of fresh elections without delay.

Mass Signature Campaign

The Central Committee exhorted all its Party units to complete the mass signature campaign on food security and for a universal public distribution system being conducted by the Left Parties. The good response to the signature campaign indicates that more than five crore signatures will be collected. These will be submitted to the Prime Minister when the budget session of parliament begins in February.

All India Jathas

The Central Committee finalized the programme of the all India jathas to be conduced by the Party. These jathas which will traverse the length and breadth of the country will propagate the Party’s stand on various major issues affecting the people and the alternative policies of the Left. The issues of food security and price rise; land and house sites; employment; education and health; and the fight against corruption will be focused in these jathas.

The four jathas will be from Kanyakumari to Delhi led by Ramachandran Pillai; Kolkata to Delhi led by Prakash Karat; Mumbai to Delhi led by Sitaram Yechury; and Amritsar to Delhi led by Brinda Karat. Jathas to link up with the main jathas will be conducted from Srinagar, Guwahati, Parlakhemundi (Orissa), Ahmedabad and other centres.

The jathas which will begin from February 25 and the first week of March will culminate in a mass rally in Delhi on March 19, 2013.

കൂടംകുളം: വി എസിനെ പാര്‍ട്ടി ശാസിച്ചു

കൂടംകുളം ആണവോര്‍ജ നിലയത്തിന്റെ കാര്യത്തില്‍ പാര്‍ട്ടി കോണ്‍ഗ്രസ് രൂപപ്പെടുത്തിയ നിലപാട് അംഗീകരിച്ച് പ്രവര്‍ത്തിക്കാന്‍ തയ്യാറാകാത്തതിന് കേന്ദ്രക്കമ്മിറ്റി അംഗം വി എസ് അച്യൂതാനന്ദനെ ശാസിക്കാന്‍ സിപിഐ എം കേന്ദ്രക്കമ്മിറ്റി തീരുമാനിച്ചു.

പാര്‍ട്ടി നിലപാടിന് വിരുദ്ധമായ നിലപാടാണ് ഇക്കാര്യത്തില്‍ വി എസ് സ്വീകരിച്ചത്. ജനറല്‍ സെക്രട്ടറി വിശദീകരിച്ച പാര്‍ട്ടി നിലപാടിനെ അദ്ദേഹം വിമര്‍ശിക്കുകയും ചെയ്തു. അദ്ദേഹത്തിന്റെ കാഴ്ച്ചപ്പാട് പാര്‍ട്ടി തള്ളിക്കളയുന്നു. പാര്‍ട്ടി നിലപാട് സ്വീകരിച്ച് പ്രവര്‍ത്തിക്കാന്‍ കേന്ദ്രക്കമ്മിറ്റി അദ്ദേഹത്തോട് ആവശ്യപ്പെടുന്നു- പ്രമേയത്തില്‍ പറഞ്ഞു.

സിവിലിയന്‍ ആവശ്യങ്ങള്‍ക്കുള്ള ആണവോര്‍ജ്ജ ഉപയോഗത്തെപ്പറ്റിയുള്ള പാര്‍ട്ടി സമീപനം കേന്ദ്രക്കമ്മിറ്റി പ്രമേയത്തില്‍ആവര്‍ത്തിച്ച് വ്യക്തമാക്കി. ഇന്തോ- അമേരിക്കന്‍ ആണവ കരാറിന്റെ ഭാഗമായി, ഇറക്കുമതി ചെയ്യുന്ന ആണവ റിയാക്ടറുകള്‍ ഉപയോഗിച്ച് ആണവ പാര്‍ക്കുകള്‍ സ്ഥാപിക്കാനുള്ള നീക്കത്തെ ഇരുപതാം പാര്‍ട്ടി കോണ്‍ഗ്രസ് അംഗീകരിച്ച രാഷ്ട്രീയ പ്രമേയം എതിര്‍ക്കുന്നു. ഈ നീക്കം സാങ്കേതികമായും സാമ്പത്തികമായും സുരക്ഷാകാരണങ്ങളാലും പ്രായോഗികമല്ലെന്ന് ചൂണ്ടിക്കാട്ടുകയും ചെയ്തു.

കൂടംകുളം നിലയത്തിന്റെ കാര്യത്തില്‍ പ്രമേയത്തില്‍ വ്യത്യസ്ത നിലപാടാണുള്ളത്. ഈ റിയാക്ടറുകള്‍ക്കുള്ള കരാര്‍ ഇന്തോ -അമേരിക്കന്‍ ആണവ കരാറിന് രണ്ട് ദശാബ്ദം മുമ്പ് ഒപ്പുവെച്ചതാണ്. അമേരിക്കയും മറ്റ് പടിഞ്ഞാറന്‍ രാജ്യങ്ങളും ഇന്ത്യയുടെ മേല്‍ ഉപരോധം ഏര്‍പ്പെടുത്തിയ കാലത്തായിരുന്നു അത്. റഷ്യയില്‍ നിന്ന് വാങ്ങിയ രണ്ട് റിയാക്ടറുകള്‍ ഗണ്യമായ പണം ചെലവിട്ട് അവിടെ ഇക്കാലം കൊണ്ട് നിര്‍മ്മാണം പുര്‍ത്തിയാക്കി. അവ കമ്മീഷനിങ്ങിനു മുമ്പുള്ള അവസാനഘട്ടത്തിലാണ്. എന്നാല്‍ ജപ്പാനിലെ ഫുക്കുഷിമ ദുരന്തത്തിനുശേഷം നിലയത്തിന്റെ സുരക്ഷയെപ്പറ്റിയും സ്വന്തം ജീവനോപാധികളെപ്പറ്റിയും ജനങ്ങള്‍ക്കുണ്ടായിട്ടുള്ള ആശങ്കകള്‍പരിഹരിക്കണമെന്ന് പാര്‍ട്ടി പ്രമേയത്തില്‍ എടുത്തുപറയുന്നുണ്ട്. റിയാക്ടറുകള്‍ കമ്മീഷന്‍ ചെയ്യുന്നതിനുമുമ്പ് സ്വതന്ത്രമായ സുരക്ഷാവിലയിരുത്തല്‍ നടത്തുകയും ആവശ്യമായ സുരക്ഷാനടപടികള്‍ സ്വീകരിക്കുകയും വേണം.

അത്തരത്തിലൊരു സ്വതന്ത്രമായ സുരക്ഷാവിലയിരുത്തല്‍ നടന്നിട്ടില്ല. ഈ സമയത്ത് അവിടെ പ്രതിഷേധിക്കുന്ന ജനങ്ങളെ പൊലീസ് അടിച്ചമര്‍ത്തുകയാണ്. അവര്‍ക്കെതിരെ ഒട്ടേറെ കേസുകള്‍ ചുമത്തിയിരിക്കുന്നു. ഈ അടിച്ചമര്‍ത്തലിനെ അപലപിക്കുകയും രാജ്യദ്രോഹവും മറ്റ് കുറ്റങ്ങളും ചുമത്തി ഇവര്‍ക്കെതിരെ എടുത്ത കേസുകള്‍ പിന്‍വലിക്കണമെന്നും പാര്‍ട്ടി ആവശ്യപ്പെട്ടുകയും ചെയ്തിരുന്നു. പാര്‍ട്ടിയുടെ ഈ നിലപാടിന് വിരുദ്ധമായ നിലപാടാണ് വി എസ് സ്വീകരിച്ചതെന്ന് പ്രമേയം ചൂണ്ടിക്കാട്ടി.

Resolution on Comrade V. S. Achuthanandan’s Stand on Kudankulam Nuclear Plant

The Central Committee reiterates the approach of the Party on the use of nuclear power for civilian purposes. The Political Resolution adopted by the 20th Congress of the Party has opposed the setting up of  nuclear parks with imported nuclear reactors which are a consequence of the Indo-US nuclear deal. These are not viable on technical and economic grounds and also from the point of view of safety.

In the case of the Kudankulam reactors, the resolution has made an exception as the agreement for these reactors were signed two decades before the Indo-US nuclear deal, at a time when the US and other western countries had imposed sanctions on India. Since then, two reactors from Russia have already  been constructed at considerable cost and they are at the final stage before commissioning. However, the resolution has stressed that given the local people’s apprehensions about their safety and livelihood after the Fukushima accident in Japan, these concerns should be met. There should be an independent safety audit and necessary safety measures must be put in place before the reactors are commissioned.

Such an independent safety review has not been conducted. In the meantime, the people protesting at Kudankulam have been subjected to police repression and a large number of cases have been foisted against them. The Party has condemned the repression and demanded that the cases of sedition and other charges be withdrawn.

Com. V.S. Achuthanandan has taken a position contrary to this stand. He has also criticized the Party’s position on Kudankulam as explained by the General Secretary. The Central Committee rejects his views. It censures him for his refusal to abide by the stand which was worked out at the Party Congress. The Central Committee directs Com. V.S. Achuthanandan to adopt the stand taken by the Party.

ജനവിരുദ്ധ നയങ്ങള്‍ക്കെതിരെ സിപിഐ എം പ്രക്ഷോഭത്തിലേക്ക്

രാജ്യത്തെ ചില്ലറവ്യാപാര മേഖല വിദേശമൂലധന ശക്തികള്‍ക്ക് അടിയറവ് വെക്കുന്ന നിലപാടുകളാണ് യുപിഎ ഗവണ്‍മെന്റ് സ്വീകരിക്കുന്നതെന്ന് സിപിഐ എം കേന്ദ്രകമ്മറ്റി തീരുമാനങ്ങള്‍ വിശദീകരിച്ച് ജനറല്‍ സെക്രട്ടറി പ്രകാശ് കാരാട്ട് പറഞ്ഞു. വിലക്കയറ്റവും സബ്സിഡി വെട്ടിച്ചുരുക്കലും മൂലം ജനങ്ങളെ പിഴിയുന്ന നിലപാടുകളാണ് സര്‍ക്കാര്‍ സ്വീകരിക്കുന്നത്. ചില്ലറ വ്യാപാര മേഖലയിലെ വിദേശ നിക്ഷേപവും ലാഭകരമായ പൊതുമേഖലാസ്ഥാപനങ്ങളെ തകര്‍ക്കുന്ന നിലപാടും ഇന്‍ഷുറന്‍സ് രംഗത്തെ വിദേശ നിക്ഷേപം വര്‍ധിപ്പിച്ചതും പെന്‍ഷന്‍ ഫണ്ട് സ്വകാര്യവല്‍ക്കരിക്കാനുള്ള നീക്കവും കുത്തക കമ്പനികളെയും വിദേശ മൂലധന ശക്തികളെയും സഹായിക്കാനുള്ള നടപടിയാണ്. വാള്‍മാര്‍ട്ടിന് ഇന്ത്യയിലെ ഒരു നഗരത്തിലും വാണിജ്യ കേന്ദ്രം തുറക്കാന്‍ അനുവദിക്കില്ലെന്നും കാരാട്ട് പറഞ്ഞു.

ഡീസല്‍ വില ലിറ്ററിന് അഞ്ച് രൂപ കൂട്ടിയതിലൂടെയും സബ്സിഡി വെട്ടിച്ചുരുക്കിയതിലൂടെയും സാധാരണക്കാരുടെ കുടുംബ ബജറ്റ് സര്‍ക്കാര്‍ തകര്‍ത്തിരിക്കുകയാണ്. സബ്സിഡി നിരക്കില്‍ നല്‍കുന്ന പാചകവാതക സിലിണ്ടറുകളുടെ എണ്ണം വെട്ടിച്ചുരുക്കിയതിന് പുറമെ സിലിണ്ടറിന് 11 രൂപ 40 പൈസ വര്‍ധിപ്പിച്ചത് കടുത്ത ജനവിരുദ്ധ നടപടിയാണ്.

ചില്ലറ വ്യാപാര രംഗത്തെ വിദേശ നിക്ഷേപത്തിനെതിരെ നവംബറില്‍ എല്ലാ ജില്ലാ കേന്ദ്രങ്ങളിലും പ്രധാന പട്ടണങ്ങളിലും മറ്റ് ഇടത് പാര്‍ട്ടികളോടൊപ്പം സിപിഐ എം കണ്‍വെന്‍ഷന്‍ സംഘടിപ്പിക്കും. പാര്‍ട്ടി നിലപാടിനെ അനുകൂലിക്കുന്നവരെയും വ്യാപാരിസംഘടനകളെയും സഹകരിപ്പിച്ച് കൊണ്ടാണ് പരിപാടി സംഘടിപ്പിക്കുക. പാവപ്പെട്ട ജനങ്ങളെ പ്രധാനമായും ബാധിക്കുന്ന മറ്റൊരു പ്രശ്നമാണ് ഭക്ഷ്യസുരക്ഷ ഉറപ്പാക്കുക എന്നത്. നവംബര്‍ മുതല്‍ ഡിസംബര്‍ വരെ ഭക്ഷ്യ സുരക്ഷ ഉറപ്പാക്കുക എന്ന മുദ്രാവാക്യമുയര്‍ത്തി പാര്‍ട്ടി പ്രക്ഷോഭപരിപാടികള്‍ സംഘടിപ്പിക്കും.

യുപിഎ മുന്നണിയില്‍ കോണ്‍ഗ്രസ് കൂടുതല്‍ ഒറ്റപ്പെടുകയാണ്. തൃണമൂല്‍ കോണ്‍ഗ്രസ് സഖ്യം വിട്ടു. മറ്റ് ഘടകകക്ഷികള്‍ക്കിടയിലും അസംതൃപ്തിയുണ്ട്. കോണ്‍ഗ്രസിന് അനുദിനം ജനപിന്തുണ നഷ്ടപ്പെട്ടുകൊണ്ടിരിക്കുകയാണ്. പ്രണബ് മുഖര്‍ജിയുടെ മണ്ഡലമായ ജംഗിപ്പൂരില്‍ കോണ്‍ഗ്രസ് സാങ്കേതിക വിജയം മാത്രമാണ് നേടിയതെന്ന് കാരാട്ട് പറഞ്ഞു. ഇത് കോണ്‍ഗ്രസിന്റെ ജനപിന്തുണ കുറയുന്നതിന്റെ തെളിവാണ്. ഒന്നേകാല്‍ ലക്ഷത്തിലേറെ വോട്ടിന് പ്രണബ് ജയിച്ചിടത്ത് രണ്ടായിരത്തിലധികം വോട്ടുകള്‍ക്ക് ഇപ്പോള്‍ കഷ്ടിച്ച് കടന്നുകൂടുകയായിരുന്നു. സിപിഐ എം സ്ഥാനാര്‍ത്ഥിയുടെ അതേപേരില്‍ നിര്‍ത്തിയ മറ്റൊരു സ്ഥാനാര്‍ത്ഥി 11,000 വോട്ടുകള്‍ നേടുകയും ചെയ്തു. സിപിഐ എം അവിടെ നന്നായി പൊരുതി- കാരാട്ട് പറഞ്ഞു.

കോടികളുടെ അഴിമതിയാണ് രാജ്യത്ത് നടക്കുന്നത്. കല്‍ക്കരി മേഖലയില്‍ സ്വകാര്യ കമ്പനികള്‍ക്ക് അനധികൃതമായി ഖനനം നടത്താന്‍ അവസരമൊരുക്കി കോടികളുടെ അഴിമതി നടത്തി. കല്‍ക്കരി ഖനി മേഖല സ്വകാര്യ വല്‍ക്കരിക്കുന്നതിന് സിപിഐ എം എതിരാണ്. യുപിഎ യ്ക്കും മുന്‍പ് ഭരിച്ച എന്‍ഡിഎയ്ക്കും കല്‍ക്കരി മേഖല സ്വകാര്യ വല്‍ക്കരിച്ചതില്‍ പങ്കുണ്ട്. കല്‍ക്കരി അഴിമതിയ്ക്ക് പുറമെ ഇന്തിരാഗാന്ധി അന്താരഷ്ട്ര വിമാനത്താവളവുമായി ബന്ധപ്പെട്ട അഴിമതിയുടെ കണക്കുകളും സിഎജി പുറത്ത് വിട്ടിട്ടുണ്ട്. അസമില്‍ കലാപം മൂലം ദുരിതാശ്വാസ ക്യാമ്പുകളില്‍ കഴിയുന്നവര്‍ രണ്ട് ലക്ഷത്തോളം പേരാണ്. ഇവരെ അവരവരുടെ വസതിയിലേക്ക് എത്തിക്കാന്‍ ക്രിയാത്മകമായ രീതിയില്‍ ഭരണകൂടം ഇടപെടേണ്ടതുണ്ട്. സ്ത്രീകള്‍ക്കെതിരായ കടന്നാക്രമണങ്ങളുടെ നിരക്ക് അനുദിനം വര്‍ധിച്ച് വരികയാണ്. ഇതിനെതിരെ കൂടുതല്‍ ജാഗ്രതയോടെ പ്രവര്‍ത്തിക്കണം. ഹിമാചല്‍ പ്രദേശിലും ഗുജറാത്തിലും നടക്കാന്‍ പോകുന്ന നിയമസഭാ തെരഞ്ഞെടുപ്പുകളില്‍ പാര്‍ട്ടി മത്സരരംഗത്തുണ്ടാകും. 2013 ഫെബ്രുവരിയില്‍ തൊഴിലാളി സംഘടനകള്‍ രണ്ട് ദിവസം നീണ്ടുനില്‍ക്കുന്ന പണിമുടക്കിന് ആഹ്വാനം ചെയ്തിട്ടുണ്ട്. പണിമുടക്ക് വിജയിപ്പിക്കാന്‍ പാര്‍ട്ടി ഘടകങ്ങള്‍ക്ക് കേന്ദ്രകമ്മറ്റി നിര്‍ദ്ദേശം നല്‍കി.

On CAG Reports on UMPP & PPP for IGIA

The three final reports of the CAG on allocation of coal blocks, Ultra Mega Power Projects (UMPP) under Special Purpose Vehicles and on implementation of public-private-partnership for Indira Gandhi International Airport in Delhi have shocked the nation.

The report on implementation of airport brings out two major areas of wrong doing which was facilitated by the Ministry of Civil Aviation and the Airport Authority of India (AAI). For an equity contribution of Rs. 2,450 crores, the private entity was allowed rights of commercial exploitation of 240 acres of land. The potential revenue from this land as licence fee for 58 years was projected by Delhi International Airport Ltd (DIAL) itself at Rs. 1,63,557 of which DIAL share would be Rs. 88,337 crores. An additional land of 190.19 acres was leased out for a paltry one time payment of Rs. 6.19 crores. This is far less than even what has been charged from government institutions like Director General of Civil Aviation (DGCA) and Bureau of Civil Aviation Security (BCAS). Apart from this, post-bid, post-contractual benefits to the private JV partner is clearly an instance of violation of the tendering process and complicity.

Further, the Ministry of Civil Aviation and later Airport Economic Regulatory Authority (AERA) allowed DIAL to collect development fees of Rs. 3,415.35 crores. The February 2009 order of the Civil Aviation Ministry is clearly a contravention of the Operation Management and Development Agreement (OMDA), AAI Act and the AERA Act. CPI(M) members in the Parliament had raised all these issues and brought it to the notice of the Prime Minister that these are grave violations of the statutory provisions almost a year back. But no attempt was made by the government to reverse this blatant act of wrong doing.

On the UMPP, the CAG has found major post-bid violation by allowing Reliance Powers Ltd. (RPL) to use excess coal from the three coal blocks allocated to the Sasan UMPP which not only vitiated the bidding process but also resulted in undue benefit to RPL. The CAG report clearly pinpoints that the overall financial largesse to RPL due to this act of commission amounts to Rs. 29,000 crores.

It is shocking that how the government nonchalantly has responded to the reports by a Constitutional Authority questioning them on grounds of Constitutional mandate. The sordid story of crony capitalism has become a hallmark of the UPA-II government. The government which comes out with tight fists over spending on food and nutrition security of the people take such a `couldn’t care less’ attitude over such huge losses to the public exchequer while benefiting corporates.

The Polit Bureau of the CPI(M) condemns such complicit approach of the government and demands that all those responsible for this fleecing of public funds over the handing over of natural resources be brought to book and accountability fixed. The Polit Bureau also demands that all measures are initiated to retrieve the losses in violation of statutory and other agreed provisions as was ordained by the Supreme Court in the 2G spectrum case.

The Coal Scam

The report of the Comptroller and Auditor General of India on allocation of coal blocks and augmentation of coal production for the year ending March 2012 has come out with startling revelations.

The report has estimated that the allocation of coal blocks was not done in a transparent manner and since July 2004, 142 blocks were allocated to various governments and private parties. According to the CAG, these allocations lacked transparency and objectivity.

As a result, the CAG estimates that the private coal block allottees have made a whopping financial gain to the tune of Rs. 1.86 lakh crores. A substantial part of this could have accrued to the national exchequer if the decision taken way back in June 2004 to introduce competitive bidding for such allocations was implemented. The report notes that till date, the government of India has not finalized the modus operendi of competitive bidding.

Coal, like all other natural resources, is a national reserve. Given the fact that many public sector undertakings and state government undertakings and electricity boards require coal for generating power for the people and the economy, the allocation of coal reserves must be done in such a manner as to meet both the need of the governmental agencies and through a transparent and an objective competitive bidding. The CPI(M) had suggested that the reserves should be so proportioned as to meet both these objectives.

Unfortunately, the refusal by the government of the day to heed this suggestion has led to arbitrariness in coal allocations, paving the way for large-scale corruption through `sweet heart’ deals. The loss to the national exchequer is, thus, larger than the presumptive loss estimated by the CAG in the 2G spectrum scam.

The Polit Bureau of the CPI(M) demands that the Prime Minister who held the charge of the Coal Ministry for some time when such allocations were made must answer to the Parliament and the nation why the modus operendi for transparent allocations was not worked out. All those guilty of siphoning off huge resources must be identified and brought to book. Strict monitoring and guidelines for the future must be announced with Parliament’s approval

സിപിഐ എമ്മില്‍ പ്രത്യയശാസ്ത്രതര്‍ക്കമുണ്ടെന്നും പാര്‍ടിയുടെ കേന്ദ്രനേതൃത്വവും സംസ്ഥാനകമ്മിറ്റിയും രണ്ടുതട്ടിലാണെന്നും വരുത്താനുള്ള മാധ്യമയജ്ഞം സജീവമായിരുന്നു. ഇതിനിടയിലാണ് പാര്‍ടിയില്‍ ഐക്യവും അച്ചടക്കവും പ്രത്യയശാസ്ത്ര തെളിച്ചവും വളര്‍ത്താന്‍ ഉപകരിക്കുന്ന പാര്‍ടി കേന്ദ്രകമ്മിറ്റി പ്രമേയം ദേശാഭിമാനി പ്രസിദ്ധീകരിച്ചത്. പാര്‍ടിപ്രമേയം പാര്‍ടി ജിഹ്വയ്ക്ക് പ്രസിദ്ധീകരിക്കാമോ എന്ന ചോദ്യവും ചര്‍ച്ചയുമായി അപ്പോഴേക്കും. പ്രമേയത്തിന്റെ വിശ്വാസ്യതയെപ്പറ്റി സന്ദേഹവും പരത്തി. ദേശാഭിമാനിയില്‍ വന്നത് പാര്‍ടി കേന്ദ്രകമ്മിറ്റിയുടെ യഥാര്‍ഥ പ്രമേയമല്ലെന്നും കേന്ദ്രകമ്മിറ്റി പ്രമേയം ഇംഗ്ലീഷിലാണ് പ്രസിദ്ധീകരിക്കുകയെന്നും ഇക്കൂട്ടര്‍ പ്രചരിപ്പിച്ചു. പാര്‍ടി മുഖപത്രത്തില്‍ പ്രസിദ്ധീകരിച്ച കേന്ദ്രകമ്മിറ്റി പ്രമേയത്തിന്റെ ഉള്ളടക്കത്തില്‍ മാറ്റമില്ലെങ്കിലും ശൈലിയും വാചകഘടനയും കമ്മിറ്റിയുടെ പൊതുവികാരവുമായി യോജിക്കുന്നതല്ലെന്ന് കേന്ദ്രനേതാക്കള്‍ക്കിടയില്‍ അഭിപ്രായമുണ്ടായിരിക്കുന്നുവെന്ന കണ്ടെത്തലിലാണ് കേരളകൗമുദി. സംസ്ഥാന കമ്മിറ്റിയില്‍ അവതരിപ്പിച്ച പ്രമേയം വളച്ചൊടിക്കപ്പെട്ടതാണെന്നായിരുന്നു മാതൃഭൂമിയുടെ പക്ഷം. ഇങ്ങനെ പ്രമേയത്തിന്റെ വിശ്വാസ്യതയെപ്പോലും ചോദ്യംചെയ്യുന്ന നിലയിലേക്ക് അച്ചടി- ദൃശ്യ മാധ്യമങ്ങള്‍ മാറി. ഇതിനുള്ള ചുട്ട പ്രഹരമായി കാരാട്ടിന്റെ വിശദീകരണം. 


എന്നാല്‍, ഇതിനുശേഷവും പ്രമേയത്തെ ആസ്പദമാക്കി വിശ്വാസരാഹിത്യം പരത്താനുള്ള ശ്രമങ്ങള്‍ തുടരുന്നുണ്ട്. സിപിഐ എമ്മിനെപ്പറ്റി പറയാന്‍ ജനറല്‍ സെക്രട്ടറിക്കുപോലും അവകാശമില്ലെന്ന നിലയിലേക്ക് ചാനല്‍ചര്‍ച്ചകളെയും വാര്‍ത്തകളെയും കൊണ്ടുപോവുകയാണ്. സിപിഐ എമ്മിനെപ്പറ്റിയുള്ള അവസാനവാക്ക് ചില "എക്സ് കമ്യൂണിസ്റ്റു"കള്‍ക്കും കമ്യൂണിസ്റ്റുവിരുദ്ധര്‍ക്കുമാണെന്ന് സ്ഥാപിക്കുന്നിടത്തേക്കാണ് കാര്യങ്ങളുടെ പോക്ക്. 


പാര്‍ടിയില്‍ ഐക്യവും പ്രത്യയശാസ്ത്ര കരുത്തും വളര്‍ത്താന്‍ ലക്ഷ്യമിട്ടാണ് 21, 22 തീയതികളില്‍ ചേര്‍ന്ന കേന്ദ്രകമ്മിറ്റിയുടെ പ്രമേയം. കേരളത്തിലെ പാര്‍ടിയില്‍ രാഷ്ട്രീയവും പ്രത്യയശാസ്ത്രപരവുമായ ഭിന്നതയുണ്ടെന്ന പ്രചാരണത്തിന് ഒരടിസ്ഥാനവുമില്ലെന്നാണ് കേന്ദ്രകമ്മിറ്റി വ്യക്തമാക്കിയത്. രാഷ്ട്രീയമായ വ്യതിചലനം, ഭിന്നാഭിപ്രായങ്ങളെ അടിച്ചമര്‍ത്തല്‍ തുടങ്ങിയ ആരോപണങ്ങള്‍ സംസ്ഥാന നേതൃത്വത്തിനെതിരെ ഉയര്‍ത്തുന്നത് വിഭാഗീയത വളര്‍ത്താനാണ്. ഇതിനെ കേന്ദ്രകമ്മിറ്റി തിരിച്ചറിഞ്ഞതിലുള്ള അസ്വസ്ഥതകൊണ്ടാണ് ചില ഇടതുബുദ്ധിജീവികളും മാധ്യമ സിന്‍ഡിക്കറ്റും പാര്‍ടിപ്രമേയത്തിന്റെ വിശ്വാസ്യതയെ ചോദ്യംചെയ്തത്. കേരളത്തിലെ പാര്‍ടിക്ക് വലതുപക്ഷ വ്യതിയാനമുണ്ടെന്ന ആക്ഷേപവും കേന്ദ്രകമ്മിറ്റി തള്ളി. രാഷ്ട്രീയപ്രശ്നങ്ങളില്‍ പിബിയുടെയും കേന്ദ്രകമ്മിറ്റിയുടെയും എല്ലാ തീരുമാനങ്ങളും സംസ്ഥാനകമ്മിറ്റി പാലിച്ചുപോന്നു എന്ന വസ്തുത പ്രമേയത്തില്‍ ചൂണ്ടിക്കാട്ടി. ടി പി ചന്ദ്രശേഖരന്‍ വധത്തെതുടര്‍ന്ന് കേരള അന്തരീക്ഷത്തില്‍ പരത്തിയ കമ്യൂണിസ്റ്റുവിരുദ്ധ ഹിസ്റ്റീരിയയ്ക്ക് ആക്കംകൂട്ടാന്‍, സിപിഐ എം കേന്ദ്രകമ്മിറ്റിയുടെ പ്രമേയത്തിലെ ഒരു വരിപോലും കമ്യൂണിസ്റ്റുവിരുദ്ധര്‍ക്ക് വീണുകിട്ടാത്തതിന്റെ നിരാശയിലാണ് കമ്യൂണിസ്റ്റുവിരുദ്ധ മാധ്യമക്കൂട്ടവും "നിശാകാല മാധ്യമവിപ്ലവജീവി"കളും.

കേരളത്തിലെ പാര്‍ടിക്കെതിരെ ശക്തവും ആസൂത്രിതവുമായ പ്രചാരണത്തിന് ടി പി ചന്ദ്രശേഖരന്റെ ക്രൂരമായ വധത്തെ ഉപയോഗപ്പെടുത്തി. കേസില്‍ പാര്‍ടി നേതാക്കളെയും പ്രവര്‍ത്തകരെയും തെറ്റായ വഴിയിലൂടെ അകപ്പെടുത്താന്‍ യുഡിഎഫ് സര്‍ക്കാര്‍ പൊലീസിനെ ദുരുപയോഗിക്കുന്നതിനെ കേന്ദ്ര കമ്മിറ്റി അപലപിച്ചു. ചന്ദ്രശേഖരന്‍ വധത്തില്‍ പാര്‍ടിക്ക് ഒരു പങ്കുമില്ലെന്ന് പാര്‍ടി നേരത്തേതന്നെ പ്രഖ്യാപിച്ചതും വധത്തെ അപലപിച്ചതുമാണ്. രാഷ്ട്രീയ എതിരാളികളെ ഇല്ലായ്മ ചെയ്യുന്നതില്‍ പാര്‍ടി വിശ്വസിക്കുന്നില്ല. സംഭവത്തില്‍ പാര്‍ടിയുമായി ബന്ധമുള്ളവര്‍ക്ക് എന്തെങ്കിലും പങ്കുണ്ടോ എന്ന് കണ്ടെത്താന്‍ പാര്‍ടി അന്വേഷണം നടത്തും. ആര്‍ക്കെങ്കിലും പങ്കുണ്ട് എന്ന് തെളിഞ്ഞാല്‍ ശക്തമായ നടപടിയെടുക്കും. അത്തരം എന്തെങ്കിലും പ്രവണതയുണ്ടെങ്കില്‍ ശക്തമായി ഇല്ലാതാക്കും. സിപിഐ എം ഇടുക്കി മുന്‍ ജില്ലാ സെക്രട്ടറി എം എം മണിക്കെതിരെ ഉചിതമായ നടപടിയെടുക്കാന്‍ സംസ്ഥാന കമ്മിറ്റിയോട് കേന്ദ്ര കമ്മിറ്റി നിര്‍ദേശിച്ചെന്നും പ്രസ്താവനയില്‍ പറഞ്ഞു.

ന്യൂഡല്‍ഹി: ചന്ദ്രശേഖരന്‍ വധത്തില്‍ സിപിഐ എമ്മിന്റെ ഒരു കമ്മിറ്റിക്കും പങ്കില്ലെന്ന് സിപിഐ എം ജനറല്‍ സെക്രട്ടറി പ്രകാശ് കാരാട്ട് പറഞ്ഞു. കേന്ദ്ര കമ്മിറ്റി തീരുമാനങ്ങള്‍ വിശദീകരിച്ച വാര്‍ത്താസമ്മേളനത്തില്‍ മാധ്യമപ്രവര്‍ത്തകരുടെ ചോദ്യത്തിന് മറുപടി പറയുകയായിരുന്നു അദ്ദേഹം.

പാര്‍ടിയുടെ ഒരു കമ്മിറ്റിയും ഈ ദാരുണസംഭവത്തില്‍ പങ്കാളിയല്ല. പാര്‍ടിസംവിധാനത്തിനു പുറത്തുനിന്ന് ആരെങ്കിലും പങ്കാളിയായിട്ടുണ്ടോ എന്നു കണ്ടെത്താന്‍ അന്വേഷണം നടത്തും. അന്വേഷണം സംബന്ധിച്ചുള്ള വിശദാംശങ്ങള്‍ സംസ്ഥാന കമ്മിറ്റി തീരുമാനിക്കും. പാര്‍ടിയുടെ വിവിധതലങ്ങളില്‍ റിപ്പോര്‍ട്ടുചെയ്തത് സംസ്ഥാന സമ്മേളന റിവ്യൂവും സംസ്ഥാന സമ്മേളന തീരുമാനങ്ങളുമാണ്. പാര്‍ടിക്കെതിരെ വിവിധ ഘട്ടങ്ങളില്‍ വി എസ് നടത്തിയ പരാമര്‍ശങ്ങള്‍ സന്തോഷകരമായ കാര്യമല്ല. വി എസിനെ പ്രതിപക്ഷനേതാവ് സ്ഥാനത്തുനിന്ന് മാറ്റുന്ന കാര്യം ചര്‍ച്ചചെയ്തില്ലെന്നും പ്രകാശ് കാരാട്ട് മറുപടി നല്‍കി. കേരളത്തിലെ പാര്‍ടിയിലെ മൊത്തം കാര്യങ്ങള്‍ കേന്ദ്ര കമ്മിറ്റി ചര്‍ച്ചചെയ്തില്ല. കഴിഞ്ഞ രണ്ടുമാസത്തെ സംഭവങ്ങളാണ് ചര്‍ച്ച ചെയ്തത്. രാഷ്ട്രപതി തെരഞ്ഞെടുപ്പില്‍ സിപിഐ എം സ്വീകരിച്ച നിലപാട് തെറ്റാണെന്ന് ഒരു സംസ്ഥാന കമ്മിറ്റിയും ജില്ലാ കമ്മിറ്റിയും പറഞ്ഞിട്ടില്ല. ജെഎന്‍യുവില്‍ ഇതിനെതിരെ ചില പ്രതികരണങ്ങളുണ്ടായത് ഗൗരവമായി കാണുന്നില്ലെന്നും അദ്ദേഹം പറഞ്ഞു.

CC Communique dated 22 July 2012

The Central Committee of the Communist Party of India (Marxist) met in New Delhi on July 21-22, 2012. It has issued the following statement:

The Central Committee considered a report submitted by the Polit Bureau on the prevailing situation in Kerala and Party related matters there.

The Central Committee noted that Com. V.S. Achuthanandan, Member of the Central Committee had made certain statements publicly criticizing the state leadership of the Party and taken some steps which have provided opportunities for the political opponents to attack the Party. After the discussion, Com. V.S self-critically told the Central Committee that some of his remarks and actions were incorrect and could have been avoided.

On this basis, the Central Committee decided to publicly censure Com. V.S. Achuthanandan for his wrong remarks and for violation of the basic norms of the Party. The Central Committee expects Com. V.S., the senior most leader of the Party in Kerala, to act in such a manner which will help the Party to unitedly face the current situation.

The Central Committee noted that the brutal murder of T.P. Chandrasekaran is being utilised to conduct a concerted campaign against the Party. The Central Committee condemned the efforts of the UDF government which has directed the police to falsely implicate Party leaders and cadres in this case. The Party has already declared that it is not involved in the murder of Chandrasekaran and had strongly condemned it. The Party does not believe in the elimination of political opponents.

The Party will conduct an enquiry into the matter to ascertain if there is any involvement of anyone associated with the Party in this incident. As stated earlier, firm action will be taken if anybody is found to be involved from the Party and any wrong trend if it exists in the Party will be put down firmly.

The Central Committee asked the Kerala State Committee to take appropriate action in the matter concerning M.M. Mani, former Secretary of the Idukki District Committee of the Party.

Central Committee Communique dated 19 March 2012

The Central Committee of the Communist Party of India (Marxist) met in New Delhi from March 17 to 19, 2012. It has issued the following statement: 19 March 2012

Union Budget

The Central Committee strongly criticized the Union Budget of 2012-13. The proposals contained in the Budget will result in all-round price rise and the imposition of greater burdens on the working people. The increase in excise duties and service taxes across the board will impose an additional burden of Rs. 45,940 crores.

The cut in fuel subsidy of Rs. 25,000 crore will lead to further hikes in fuel prices. The cut in subsidies to fertilisers by Rs. 6,000 crores will add to the already high prices of fertilisers and affect the livelihood of millions of farmers.

In the Railway Budget, there is a hike in passenger fares for all classes. The rise in fares of second class and sleeper class is particularly onerous. The Central Committee called for the reversal of this decision.

The Central Committee called upon all its Party units to protest against these new burdens imposed by the budget and to mobilise the people to demand that such provisions be scrapped.

Resignation of Railway Minister

The drama of the resignation of Dinesh Trivedi as Railway Minister after the presentation of the Railway Budget reflects badly on the Trinamul Congress and the functioning of the UPA government. What is of least concern for the TMC leader, who was herself the railway minister ten months ago, is the perilous state of the railways which is in a financial mess and where safety aspects are being neglected.

Foreign Policy Slide

The Central Committee strongly criticized the UPA government’s vote in the UN Security Council against Syria in February. This resolution which would have opened the way for intervention like in Libya was vetoed by Russia and China. The US and its allies are actively working to destabilize the Syrian government utilising the pretext of internal disturbances. India should not line up with the United States and Israel in their gameplan.

The US administration is mounting pressure on India to cut back its oil purchases from Iran and to stop trade with that country. Notwithstanding the official stance of the government that it will continue to buy oil from Iran, there has been substantial reduction in oil imports from that country in the current year. The US Secretary of State, Hillary Clinton has stated before the Congressional Committee that the US has been putting pressure on India to stop oil imports from Iran and she acknowledged that India has been responding to the US demand.

The UPA government should maintain its trade relations with Iran and resist American pressures which are against the vital interests of the country.

Sri Lanka

The Central Committee expressed its concern at the lack of progress in investigating the killings of civilians and serious human rights violations in the last phase of the conflict in Sri Lanka. Neither has the Sri Lankan government taken any substantive steps towards arriving at a political settlement for devolution of powers and autonomy to the Tamil-speaking areas. In this connection, the government of India should demand that the Sri Lankan government take up the implementation of the recommendations of the Lessons Learnt and Reconciliation Commission in the UNHRC. It is necessary to have a credible and independent investigation into the charges of atrocities and all those responsible should be held accountable.

Party Congress

The Central Committee finalised the Political-Organisational Report to be presented at the Party Congress which reviews the political and organisational work of the Party since the 19th Congress.

രാജ്യത്തെ ഇടതുപക്ഷപാര്‍ട്ടികളുടെ ഐക്യം ശക്തിപ്പെടുത്തുവാന്‍ സിപിഐഎം കേന്ദ്രകമ്മറ്റി അംഗീകരിച്ച കരട് രാഷ്ട്രീയപ്രമേയം ആഹ്വാനം ചെയ്യുന്നു. കോഴിക്കോട് ചേരുന്ന പാര്‍ട്ടി കോണ്‍ഗ്രസില്‍ അവതരിപ്പിക്കാനുള്ള കരട് പ്രമേയം ജനറല്‍ സെക്രട്ടറി പ്രകാശ് കാരാട്ട് വാര്‍ത്താസമ്മേളനത്തില്‍ വിശദീകരിച്ചു.

പാര്‍ലമെന്ററി ജനാധിപത്യസംവിധാനം പണാധിപത്യത്തിനു കീഴടങ്ങുന്നതിനെതിരെ പ്രതികരിക്കും. കോണ്‍ഗ്രസിനും ബിജെപിക്കുമെതിരായി സമാനരാഷ്ട്രീയകക്ഷികളെ ഒരുമിച്ചു കൊണ്ടുവരും. കോണ്‍ഗ്രസും ബിജെപിയും രാജ്യത്തെ ജനങ്ങളുടെ താല്‍പര്യത്തിനെതിരായാണ് പ്രവര്‍ത്തിക്കുന്നത്. ജനതാല്‍പര്യത്തിനെതിരായി ഭരണം നടത്തുന്ന യുപിഎ സര്‍ക്കാരിന് നേതൃത്വം കൊടുക്കുന്നത് കോണ്‍ഗ്രസാണ്. ഹിന്ദുത്വ അജന്‍ഡയിലൂടെ വര്‍ഗീയത പരത്താനാണ് ബിജെപി ശ്രമിക്കുന്നത്. അതു കൊണ്ടു തന്നെ കോണ്‍ഗ്രസിനെയും ബിജെപിയെയും ഒരുപോലെ എതിര്‍ക്കും. കേന്ദ്രസര്‍ക്കാരിന്റെ പുത്തന്‍ സാമ്പത്തിക നയങ്ങളെ ചെറുത്ത് അടിസ്ഥാനവര്‍ഗ്ഗത്തിന്റെ താല്‍പര്യങ്ങളും പ്രശ്നങ്ങളും ഉയര്‍ത്തിപ്പിടിക്കും.

Draft Political Resolution

The resolution underlines the fact that the Left and democratic alternative is the only real alternative to the current bourgeois-landlord policies. In order to rally the different sections of the working people in support of the Left and democratic platform, the resolution sets out some of the major demands and policies of the Left and democratic platform.

Main Points of the Draft Political Resolution of the 20th Congress of the CPI(M)

International Situation

The Draft Political Resolution points out that the global capitalist crisis which began in 2007-08 is continuing. This prolonged crisis indicates the unsustainability of finance capital-driven globalisation.  After spending billions of dollars to bail out the banks and financial institutions which were responsible for perpetuating the crisis, the governments in the United States and Europe have pursued austerity measures and cutbacks in public spending to shift the burden on to the people. The Eurozone countries are in the throes of a debt crisis with Greece at the epicenter.

The impact of the crisis has led to high rates of unemployment, growing inequalities and severe cutbacks in social welfare benefits.

The United States and its NATO allies have embarked on a number of aggressive interventions in order to prop up its hegemony in the face of the continuing economic crisis. The aggression on Libya, the threats of invasion in Syria and the ratcheting up of tensions with Iran are all part of this. The United States and Nato are unable to subdue the Taliban in Afghanistan and their Afpak strategy is in disarray.

The people in all the advanced capitalist countries have been protesting and conducting struggles against the austerity measures and the cuts in social welfare. The Occupy Wall Street movement in the United States, the big strike struggle by workers, students and youth in Europe are noteworthy.

The popular uprising in Tunisia and Egypt toppled the despotic governments there. The United States and the western powers have intervened to hijack and divert these uprisings. Israel continues with its occupation and oppression of the Palestinian people. But the Palestinian movement is more united today.

The struggles and movements of the people in Europe can bring about a substantial change only when a strong political alternative in the form of the Left forces is built up.

In Latin America, the Left has maintained its advance. A number of countries with Left governments have rejected the neo-liberal model and are implementing policies which are an alternative to neo-liberalism.

The Party expresses its solidarity with the democratic and progressive forces in South Asia and will strive to increase the cooperation between the Left, democratic and secular forces in the region.

The current capitalist crisis has ended talk of the triumph of capitalism. Increasingly it is becoming clear that the only alternative to the exploitative neo-liberal capitalism is socialism.
 
National Situation

The UPA-II government has been pursuing the same neo-liberal policies that it adopted in the first term. The three-year period of the UPA government has been marked by:


(i)                           Relentless price rise of essential commodities
(ii)                        Massive high level corruption which began in the UPA-I term
(iii)                      Continuance of the pro-US foreign policy and strategic alliance with the U.S.
(iv)                      The working class, peasantry and other sections of the working people continue to suffer from intense exploitation and deprivation.

Neo-Liberal Agenda

The UPA-II government has sought to push forward the neo-liberal agenda with the disinvestment of public sector enterprises; privatization of oil, gas and ,mining sectors; seeking to increase FDI in the financial sector and opening it up further; allowing the pharmaceutical sector to be dominated by the MNCs and seeking to open up retail trade to multinational companies.

The UPA government has refused to take the steps necessary to check price rise like ending futures trading in essential commodities; revising the taxation structure of petroleum products and introduction of a universal public distribution system.

The global economic slowdown and the neo-liberal policies pursued domestically have led to a slowdown of the economy. Employment growth has drastically reduced.

The agrarian crisis is resulting once again in suicides by farmers across the country. Inadequate public investment and cuts in subsidies have meant rising costs for agricultural inputs. With non-remunerative prices, farming is becoming unviable for many farmers.

The condition of agricultural workers has steadily deteriorated. Migration by the rural poor is increasing. The UPA government’s policy is for the takeover of Indian agriculture by foreign and domestic big corporates. This has to be fought back.

Land acquisition for SEZs, for corporates and mining has gong up on a large scale. This has led to protests against land acquisition in different parts of the country.

The two decades of liberalisation have benefited the big business and the urban elite and caused deprivation for the majority of the working people. The number of dollar billionaires have increased from 13 in 2003 to 55 in March 2011. On the other hand the exploitation of the workers has increased. And the share of profits in the net value added went up from 20 per cent in the 1980s to 60 per cent by 2008. The share of wages has fallen drastically. Contract and casual work has become the dominant form of employment.

Corruption

The UPA government has become synonymous with high-level corruption. The resolution notes the series of high-level corruption scandals like the 2G spectrum, Commonwealth Games, Adarsh housing, KG basin and the Antrix-Dewas contract for S band spectrum. The illicit financial flows abroad increased after deregulation and liberalisation. The government continues to drag its feet on unearthing black money and the funds illegally stashed abroad.

The resolution sets out the measures required to combat high-level corruption in various spheres. These include apart from the Lokpal, separate legislation for the judiciary, electoral reforms and scrapping those policies which facilitate corporate loot and foster corruption through the big business-ruling politician-bureaucrat nexus.

Political System

The Political Resolution condemns the growing nexus between big business and politics and the flow of big money into the electoral system. Parliamentary democracy is getting corroded by the use of money power. The restrictions on democratic rights are increasing. The Party will conduct a broad-based campaign against money power in politics and for major electoral reforms.

The resolution sets out the need to restructure Centre-state relations; the political solution to the problem in Jammu & Kashmir by provision of maximum autonomy and the need to end ethnic conflicts and extremism in the North-East region.

Communalism & Terrorism

The resolution notes the BJP’s efforts to take up the Hindutva agenda after the defeat in the last Lok Sabha elections. The resolution deals with the continuing efforts to create communal tensions and stoke violence in different parts of the country. There have been continuing attacks on the minorities both Muslim and Christian in the BJP ruled states of Karnataka, Madhya Pradesh and Gujarat.

The role of certain Hindutva extremist elements in terrorist attacks have unfolded in the last three years. The terrorist activities of both Hindu and Muslim extremists have to be fought and countered. The resolution stresses the importance of combating the extremist communal ideology which spawns terrorist violence.

On Social Oppression

The Political resolution spells out the pernicious impact of the neo-liberal policies on the status and working conditions of women, the problems faced by the dalits, tribals and minorities. It sets out a platform of demands for social justice and ending the oppression of these sections.

Foreign Policy

The foreign policy pursued by the UPA government in the past eight years has been a pro-US foreign policy and a departure from the independent foreign policy. Its strategic alliance with the United States is having a direct bearing on the domestic policies and the lives of the people, whether it is FDI in retail or the free trade agreements which have an adverse effect on farmers and small producers. The CPI(M) will continue its struggle and campaign among the people for an independent foreign policy.

Political Situation

Noting the big change that has occurred since the 19th Congress after the CPI(M) and the Left suffered electoral reverses, the resolution makes the independent role and the strengthening of the Party at the national level as the central focus. The resolution states: “In the current situation, when the Left has suffered serious electoral reverses, and when West Bengal, the strongest base of the Party is under attack, it is of the utmost importance to expand the influence and the base of the Party in other states.” In order to do this, the resolution sets out the priorities in the work of the Party.

Political Line

The resolution gives the direction for the political-tactical line of the Party in the coming days as follows:

“The CPI(M) has to politically fight the Congress and the BJP. Both are parties which represent the big bourgeois landlord order which perpetuates class exploitation and is responsible for the social oppression of various sections of the people. They pursue neo-liberal policies and advocate a pro-US foreign policy. Defeating the Congress and the UPA government is imperative given the crushing burden of price rise, unemployment, suffering of the farmers and workers on the one hand and the brazen corruption and big sops to big business and the wealthy sections. Isolating the BJP and countering its communal and rightwing agenda is necessary and important for the advance of the Left, democratic and secular forces.

“As against the Congress and the BJP, the CPI(M) puts forth the Left and democratic alternative. Only a Left and democratic platform can be the alternative to bourgeois-landlord rule. This alternative needs to be built up through a process of movements and struggles and the emergence of a political alliance of the Left and democratic forces. In the course of these efforts, it may be necessary to rally those non-Congress, non-BJP forces which can play a role in defence of democracy, national sovereignty, secularism, federalism and defence of the people’s livelihood and rights. The emergence of such joint platforms should help the process of building the alliance of the Left and democratic forces.”

“In the present situation we should strive for joint actions with the non-Congress secular parties on issues so that the movements can be widened. On specific policy matters and people’s issues, there can be cooperation in parliament with these parties. As and when required, there can be electoral understandings with some of these parties.”

Left Unity

According the highest priority to strengthening the independent role of the Party, the resolution also stresses the necessity to strengthen Left unity. There are a number of Left minded groups and individuals outside the Left parties who should be brought together on issues which the Left advocates.

Left & Democratic Alternative

The resolution underlines the fact that the Left and democratic alternative is the only real alternative to the current bourgeois-landlord policies. In order to rally the different sections of the working people in support of the Left and democratic platform, the resolution sets out some of the major demands and policies of the Left and democratic platform.

The resolution exhorts the Party to lead to fight against the neo-liberal policies which are harming the interests of the working people. We have to conduct the struggles for land, food, employment and social justice. The CPI(M) has to counter the forces of communalism and divisiveness and defend secularism. We have to combat the imperialist pressures in all spheres. We will defend the Party and the Left against the attacks & violation of democratic rights in West Bengal.

The resolution concludes with the call to build a powerful communist party throughout the country and with the pledge to continue the struggle to end class exploitation and social oppression of the Indian people so that we can go forward towards a new alternative path – towards people’s democracy and socialism.

ജനവിരുദ്ധനയങ്ങള്‍ക്കെതിരെ സമരമുന്നണി രൂപീകരിക്കും സിപിഐ എം

യുപിഎ സര്‍ക്കാരിന്റെ ജനവിരുദ്ധനയങ്ങള്‍ക്കെതിരെ രാജ്യത്തെ കോണ്‍ഗ്രസ്-ബിജെപി ഇതരകക്ഷികളെ അണിചേര്‍ത്ത് ജനങ്ങളുടെ സമരമുന്നണി രൂപീകരിക്കുമെന്ന് സിപിഐഎം ജനറല്‍ സെക്രട്ടറി പ്രകാശ്കാരാട്ട് പറഞ്ഞു. നാലുദിവസമായി കൊല്‍ക്കത്തയില്‍ ചേര്‍ന്ന കേന്ദ്രകമ്മറ്റിയോഗതീരുമാനങ്ങള്‍ വിശദീകരിക്കുകയായിരുന്നു അദ്ദേഹം.

ഇതൊരു തെരഞ്ഞെടുപ്പ് മുന്നണിയല്ല. ജനങ്ങളുടെ പ്രശ്നങ്ങള്‍ ഏറ്റെടുത്ത് സമരം ചെയ്യുകയാണ് ലക്ഷ്യം. പരമാവധി മതേതരജനാധിപത്യകക്ഷികളെ ഉള്‍പ്പെടുത്തും. പാര്‍ലമെന്റില്‍ ശക്തമായ ലോക്പാല്‍ബില്‍ കൊണ്ടു വരുന്നതില്‍ യുപിഎ സര്‍ക്കാര്‍ പരാജയപ്പെട്ടു. ദുര്‍ബലമായ ബില്ലാണ് പാര്‍ലമെന്റില്‍ അവതരിപ്പിച്ചത്. ആവശ്യമായ ഭേദഗതികളോടെ ബില്‍ വീണ്ടും പാര്‍ലമെന്റില്‍ കൊണ്ടുവരണം. ചില്ലറവില്‍പ്പനമേഖലയിലെ വിദേശനിക്ഷേപത്തിനെതിരെ ശക്തമായ പ്രചാരണം നടത്തും. ബംഗാളിലെ കര്‍ഷകആത്മഹത്യകള്‍ തടയുന്നതില്‍ സംസ്ഥാനസര്‍ക്കാര്‍ പരാജയപ്പെട്ടു. 24 കര്‍ഷകര്‍ ഇതിനകം ആത്മഹത്യചെയ്തു. കര്‍ഷകര്‍ക്ക് ആവശ്യമായ സൗകര്യങ്ങളേര്‍പ്പെടുത്തിയില്ല. രാസവളം പോലും കരിഞ്ചന്തയിലാണ് വില്‍ക്കുന്നത്. പൊതുവിതരണസംവിധാനം തകരാറിലാക്കി. അടുത്ത മാസം 28ന് അഖിലേന്ത്യാതലത്തില്‍ ട്രേഡ്യൂണിയനുകള്‍ ആഹ്വാനം ചെയ്ത പണിമുടക്കിന് കേന്ദ്രകമ്മറ്റി പിന്തുണ നല്‍കി.

The Central Committee of the Communist Party of India (Marxist) met in Kolkata from January 17 to 20, 2012. It has issued the following statement: 

Lokpal Bill

The Central Committee condemned the UPA government for its failure to bring an effective Lokpal Bill and get it adopted in parliament. Even the weak legislation was not adopted in the Rajya Sabha because the government feared that some amendments moved by the opposition would be carried.

The Central Committee demanded that the government bring the Lokpal legislation with suitable amendments in the next session of parliament.

FDI In Retail

The Central Committee opposed the decision of the government to increase FDI in single brand retail to 100 per cent. This is a prelude to bringing in the FDI in multi-brand retail which has already met with widespread opposition.

The Central Committee decided to conduct a sustained campaign among the people to stop the entry of FDI in general retail trade.

West Bengal

The Central Committee expressed its serious concern at the growing number of farmers suicides in West Bengal. By now there are reports of twenty four farmers having committed suicide. This reflects not only on the policies of the Central Government which have resulted in the agrarian crisis but also a gross failure on the part of the West Bengal government to put in place a procurement machinery to purchase crops from the farmers. The procurement machinery set by the Left Front government has been dismantled. The TMC led government has failed to curb black-marketting of fertilizers.

People are suffering under the misrule of the TMC-led government. There have been nine starvation deaths of a closed tea garden. This is due to the callous attitude of the government which discontinued the scheme of giving Rs. 1500 per month introduced by the Left Front government for workers of closed factories and tea gardens. The performance of MNREGS has become the worst. The public distribution system, the Annapoorna and Aantayodaya schemes have become irregular. The panchayat bodies which used to implement many of these schemes have become virtually defunct. All this is causing distress and suffering for the people.

The TMC-led government is exhibiting an extremely intolerant attitude to any criticism made about its performance. The general attack on democratic rights continues. So far fifty five persons who are workers or supporters of the CPI(M) and the Left Front have been killed since the assembly election results. The CPI(M) calls for an immediate halt to such attacks and the full restoration of democratic rights.

February 28 Strike

The Central Committee extended its full support to the call of the central trade unions for a one-day general strike on February 28, 2012. This united action by all the trade unions has raised demands, which are not only in the interests of the working class but concern the people of the country as a whole. The Central Committee directed all its Party units to work wholeheartedly to make the strike a total success.

Draft Political Resolution

The Central Committee adopted the draft Political Resolution to be placed before the 20th Congress of the Party to be held in April 2012 at Kozhikkode.  The Political Resolution has called for fighting the neo-liberal policies of the UPA government and mobilizing various sections of the working people who are affected by these policies adversely.  This is a central task.  The Resolution calls for continuing the struggle to isolate the communal forces and to thwart the designs of the Hindutva brigade.  The Party will work to defeat the Congress and the BJP.

The Resolution calls for paying the utmost priority to developing the independent role of the Party and to strengthen the Party as an all India force.  The Party will work to build the Left and democratic alternative against the existing order. It will seek the cooperation of other non-Congress, secular and democratic forces to take up people’s issues, defend secularism, national sovereignty and the federal principle.  

Draft Ideological Resolution

The Central Committee discussed and adopted the draft `Resolution on Some Ideological Issues’.  This Resolution addresses the current and prolonged crisis of global capitalism and its impact on both the developed capitalist countries and the developing countries. It takes stock of the moves of imperialism and international finance capital and the ideological constructs that they use to maintain their dominance.

The Resolution deals with the growing resistance to imperialist globalization and the ideological tasks to be undertaken to ensure an effective and united resistance by the working class and other allied forces worldwide.  The Resolution discusses the developments in the socialist countries and the necessity to build a renewed socialist alternative which is relevant to the 21st century.  The Resolution also pinpoints the ideological challenges faced by the Communists in Indian society and puts forth an alternative ideological worldview which can counter the bourgeois, feudal and other retrograde ideologies.
